عوامل موثر بر پایداری و فراگیری توسعه صنعتی در ایران: رویکرد همگرایی و الگوی تصحیح خطای برداری

به گواه مطالعات تجربی انجام یافته، آنچه طی فرآیند صنعتی شدن در ایران رخ داده، اغلب تغییرات نامتوازن و بعضاً متناقضی بوده، که در برخی از زمینه ها و ساختار های صنعتی و در سطوح مختلف ملی و استانی صورت پذیرفته که نتیجه آن، رشد نامتوازن و ناپایدار صنعتی در کشور است. در این مقاله، با بهره گیری از داده های سری زمانی سال های 1353 تا 1394 روند پایداری و فراگیری توسعه صنعتی کشور ترسیم و تحلیل شده و عوامل موثر بر شکل گیری روندهای کشف شده، با استفاده از روش همگرایی یوهانسون مورد آزمون قرار گرفته است. یافته ها نشان می دهد که رشد صنعتی روندی پر نوسان، فراگیری توسعه صنعتی، روند نسبتاً ثابت و پایداری توسعه صنعتی، روند نزولی را طی دوره مذکور تجربه کرده است. نتایج تحلیل همگرایی، حاکی از اثر مثبت و معنی دار سرمایه ، نرخ ارز، فناوری و مخارج تحقیق و توسعه بر رشد صنعتی است. فراگیری توسعه صنعتی باوجودآنکه تحت تاثیر مثبت اشتغال صنعتی، سرمایه گذاری و سرمایه اجتماعی قرار داشته، اما به طور منفی از فناوری و مخارج تحقیق و توسعه تاثیر پذیرفته است. پایداری توسعه صنعتی نیز تابعی مثبت از اشتغال صنعتی، سرمایه اجتماعی و سرمایه گذاری دولت در محیط زیست است. مبتنی بر این یافته ها، پیشنهاد می شود، به منظور تسهیل شرایط حصول به پایداری و فراگیری توسعه صنعتی در ایران، اعتبارات قابل تخصیص به سرفصل حفاظت از محیط زیست در بودجه سالیانه تقویت شده و بسترهای موردنیاز برای تقویت سرمایه اجتماعی و در نتیجه، افزایش میزان مشارکت اقشار مختلف جامعه در فعالیت های صنعتی و صیانت از محیط زیست فراهم گردد.

Determinants of the Inclusiveness and Sustainability of Industrial Development in Iran: Cointegration Approach and Vector Error Correction Model

According to empirical studies, the imbalanced and even contradictory changes have happened during the industrialization process at some industrial areas and structures, and both national and provincial levels in Iran. This paper analyzes the trend of inclusive and sustainable industrial development and its determinants during the period 19742015 by JohansenJuselius cointegration method. The findings show that industrial growth has experienced a highly fluctuating trend. Inclusive industrial development has experienced a relatively stable trend. However, sustainability of industrial development has recorded a downward trend during the period under study. The results of cointegration analysis indicate positive and significant effects of capital, exchange rate, technology, and research and development expenditure on industrial growth. The inclusiveness of industrial development despite is positively influenced by industrial employment, investment and social capital. Nevertheless, it is negatively affected by technology and research and development expenditure. Sustainability of industrial development is also a positive function of industrial employment, social capital and government investment on the environment sector. According to the findings, it is suggested that the more credits should be allocated for protecting environment. In addition, in order to enhance social capital, it is recommended that the participation rate of various social classes should be increased.
