الزامات بازبینی و بازنویسی آیین‌نامه ارتقای مرتبه اعضای هیات علمی در موسسات آموزش عالی ایران

هدف: آیین‌نامه ارتقای مرتبه اعضای هیئت علمی یکی از پیشران‌های مهم حوزه آموزش و پژوهش در آموزش عالی و یکی از پیشران‌های مهم در جهت‌دهی به سیاست‌های علم، فناوری و نوآوری در کشور است. از این‌رو، هرگونه تغییر در این آیین نامه می‌تواند مسیر علم، فناوری و نوآوری را در کشور تحت تاثیر قرار دهد و پیامدهای مهمی حتی در عرصه‌های سیاسی و اجتماعی به همراه داشته باشد. بنابراین، این مطالعه درصدد پاسخ‌گویی به این پرسش است که نسخه اصلاح‌ و به روز‌شده‌ی آیین‌نامه ارتقای چه ویژگی‌ها و مشخصاتی باید داشته باشد؟ تا متناسب با نیازهای ذی‌نفعان مختلف بوده و قابلیت پاسخگویی و اثربخشی بیشتری داشته باشد؟روش تحقیق: این پژوهش، کیفی و از نوع تحلیل مضمون است. روش گردآوری داده‌ها و اطلاعات، شامل مصاحبه، مطالعات کتابخانه‌ای و مطالعات تطبیقی بوده است. همچنین ضمن مصاحبه با خبرگان دانشگاهی و صاحب نظر در زمینه موضوع مورد مطالعه، تلاش شده است که داده‌های مکمل، جمع‌آوری و تحلیل شوند. این مصاحبه‌ها به صورت هدفمند با 20 خبره دانشگاهی و متخصص (با روش نمونه‌گیری گلوله‌برفی) در زمینه موضوع انجام شده است. یافته‌ها: در بخش کیفی پژوهش با کدگذاری باز و محوری داده‌های به دست آمده از مصاحبه و پنل تخصصی 37 کد و 5 مضمون اصلی جهت اصلاح آیین نامه ارتقا اعضای هیات علمی شناسایی و اولویت‌بندی شد. نتیجه‌گیری: درکدگذاری باز 37 کد اولیه از مصاحبه با خبرگان استخراج شدند که در نهایت این شبکه مضامین در 5 مضمون اصلی دسته بندی شدند. اولویت این مضامین از نظر خبرگان برای بررسی « تاثیر آیین نامه ارتقاء مرتبه اعضای هیات علمی بر آینده آموزش عالی کشور» به ترتیب عبارتند از: انتظارات جامعه از دانشگاه، رضایت اعضای هیات علمی از اجرای آیین نامه، انطباق‌پذیری آیین‌نامه‌ها با کلان روندها، تاثیرپذیری آیین‌نامه از فناوری های نوظهور، واکاوی پژوهش‌های میان رشته‌ای (عقب ماندگی آیین نامه از دانشگاه نسل 3 و 4).

requirements for revising and rewriting the regulations for promotion of faculty members in iran's higher education institutions

purpose: the regulations for the promotion of faculty members are one of the important drivers in the field of education and research in higher education and one of the important drivers in the direction of science, technology and innovation policies in the country. therefore, any change in this regulation can affect the path of science, technology and innovation in the country and bring important consequences even in political and social fields. therefore, this study seeks to answer the question of what features and specifications should the revised and updated version of the promotion regulation have? to suit the needs of different stakeholders and to be more responsive and effective?research method: this research is qualitative and thematic analysis. the method of collecting data and information included interviews, library studies and comparative studies. also, while interviewing academic experts and experts in the field of study, efforts have been made to collect and analyze supplementary data. these interviews were purposefully conducted with 20 academic experts and experts (with snowball sampling method) in the field of the subject.findings: in the qualitative part of the research, 37 codes and 5 main themes were identified and prioritized in the qualitative part of the research with the open and central coding of the data obtained from the interview and the expert panel. conclusion: in open coding, 37 primary codes were extracted from interviews with experts, and finally, this network of themes were categorized into 5 main themes. according to the experts, the priority of these topics for examining the effect of the regulation on the promotion of academic faculty members on the future of higher education in the country are: society's expectations from the university, academic faculty members' satisfaction with the implementation of the regulations, the compatibility of the regulations with the macro trends, the effectiveness of the regulations from the emerging technologies, the analysis of interdisciplinary researches (the lagging of regulations from the 3rd and 4th generation universities).
