تحلیل محتوای مصوبات هیئت امنای دانشگاه ها با تاکید بر آثار مالی مصوبات و حوزه اثرگذاری؛ مورد مطالعه دانشگاه های منتخب سطح 2

مطالعه حاضر به منظور بررسی ساختار و ترکیب هیئت امنا و ارزیابی عملکرد هیئت های امنای دانشگاه های سطح دو کشور در قالب تحلیل محتوا، کیفیت مصوبات و الگوی حاکم بر جریان تصمیم گیری ها با تاکید بر آثار مالی مصوبات و حیطه اثرگذاری مصوبات در سه دوره 1396-1394-1392 انجام شد. برای جمع آوری اطلاعات از روش کتابخانه ای استفاده، مصوبات بررسی و مطالعه و اطلاعات مورد نیاز استخراج شد و سپس با روش کدگذاری باز کمّی سازی صورت گرفت. جامعه آماری دانشگاه ها و نمونه مورد بررسی دانشگاه های سطح دو کشور بودند. نتایج نشان داد که به طور متوسط در سه دوره مورد بررسی، بیش از 50 درصد مصوبات بار مالی دارند و هزینه های جدیدی را بر دانشگاه ها تحمیل می کنند. همچنین در دوره بررسی سهم بیشتر مصوبات مربوط به امور مالی و بودجه ای و اداری و استخدامی دانشگاه هاست. درواقع، حوزه های آموزشی، عمرانی و توسعه فیزیکی دارایی سرمایه ای، دانشجویی، پژوهشی، بین المللی، فناوری و سایر به ترتیب در رتبه های بعدی قرار دارند. ساختار انتصابی با اختیارات محدود، متمرکز و با تغییرات متاثر از تغییرات سیاسی دولت را می توان ویژگی های غالب ترکیب هیئت های امنای دانشگاه ها در کشور ایران نامید که فاصله بسیار زیادی با الگوی مورد انتظار و مطلوب هیئت امنای مستقل و حرفه ای دارد.

Content analysis of university board of trustees' approvals, with emphasis on the financial implications of approvals and scope; Case study of selected second level universities

The present study was conducted to investigate the structure and composition of the Board of Trustees and to evaluate the performance of the boards of trustees of second level universities in Iran. This research was conducted in the form of content analysis, quality of approvals and the pattern governing the decisionmaking process with emphasis on the financial effects of approvals and the scope of approvals in the three periods of 201320152017. In order to collect the required information, the library method was used, approvals were reviewed and the required information was extracted and quantified by open coding method. The statistical population of the study was universities and the samples were second level universities. The results showed that, on average, in the three periods under review, more than 50% of the approvals have a financial burden and impose new costs on universities. The results also showed that in the review period, the majority of approvals were related to the financial, budgetary, administrative and employment of universities. In fact, educational sections, development and physical development of capital assets, students affairs, research, international, technology and others are in the next ranks, respectively. The appointment structure with limited powers, centralized and with changes affected by the political changes of the government can be called the dominant features of the composition of university Board of Trustees in Iran which is a long way from the expected and desired model of an independent and professional Board of Trustees.
