مشروعیت سیاسی در حاکمیت مبتنی بر دلیل عقل با رویکردی به مبانی فکری امام خمینی(س)

مشروعیت از قدیمی‌ترین و اساسی‌ترین مباحث نظام‌های سیاسی است. مسئلۀ مشروعیت بدان دلیل اهمیت دارد که دوام نظام‌های سیاسی به آن وابسته است؛ لذا هر حکومتی می‌کوشد مشروعیت خود را مستحکم کند تا دچار سستی نشود. از طرفی در اندیشۀ سیاسی امام خمینی عنصر عقل بسیار برجسته است؛ لذا ایشان در بحث مشروعیت سیاسی حاکمیت نیز مهم‌ترین ادلّه را دلیل عقل می‌داند. حتی در بحث شاخص‌های شیوۀ اجتهادی امام، مولفۀ دلیل عقل در مشروعیت سیاسی ایشان، بسیار برجسته می‌نماید. مبانی فقهی و اصولی امام خمینی یکی از عوامل اثرگذار در اندیشۀ سیاسی ایشان محسوب می‌شود. بسیاری از مباحث بدیعی که ایشان در فقه سیاسی ارائه کرده‌اند، به دلیل بهره‌گیری از دلیل عقل در استفاده از منابع است. در کارکردی دیگر، در نگاه امام خمینی با دلیل عقل می توان قواعد فقهی را با مستحدثات و مسائل روز تطبیق داد. کشف بسیاری از قواعد فقهی و کاربرد آن‌ها در بُعد سیاسی نتیجۀ کارکرد عقلی امام است؛ بنابراین امام در شناخت مناطات و ملاکات احکام در روش عقلی خود به تحلیل و تطبیق مسائل حادث روز با قواعد فقهی می‌پردازد و بدین‌سان نظریۀ سیاسی ولایت مطلقۀ فقیه و برپایی نظام حکومتی اسلامی شکل می‌گیرد.

Political Legitimacy in Governance Based on Rational Reason, with an Approach to Imam Khomeini’s Intellectual Principles

Legitimacy is one of the longstanding and most essential debates in political systems. It is important in that the political systems’ sustainability depends upon legitimacy. Therefore, any government tries to consolidate its legitimacy to avoid disruption. Reason is an outstanding element in Imam Khomeini’s political thought. Therefore, in terms of political legitimacy of the governance, he considers appealing to reason as the most important intellectual proof. Speaking about Imam Khomeini’s manner of Ijtihad (the process of making a legal decision by independent interpretation of the legal sources), rational proof is more outstanding in his political legitimacy. Imam Khomeini’s jurisprudential and Usuli (principles of Islamic jurisprudence) fundamentals are influential constituents of his political thought. Many novel debates presented by him on political jurisprudence come from the practice of rational proof in using the references. Additionally, in view of Imam Khomeini, rational proof can be used for conforming jurisprudential principles to modernday developments and issues. The discovery of many jurisprudential principles and their use in political arena is a result of Imam Khomeini’s rational work. Therefore, in identifying the criteria for verdicts in his rational method, Imam Khomeini appeals to reason to analyze and conform jurisprudential principles to everyday developments. This is how the political theory of the absolute rule of the Islamic jurisprudent and the establishment of an Islamic system of government are formed.
