تحلیل پیشران های راهبردی موثر بر اعتماد عمومی به دولت جمهوری اسلامی ایران با رویکرد آینده نگاری

هدف: اعتماد عمومی به دولت ها امروزه با چالش های جدی و فزاینده ای روبه رو شده است که لزوم تلاش برای تاثیرگذاری مثبت در روند آینده آن را دوچندان نموده است. این پژوهش با رویکرد آینده نگاری و با هدف شناسایی عوامل راهبردی موثر بر آینده اعتماد عمومی به دولت جمهوری اسلامی ایران در افق 1424 انجام شده است. پژوهش حاضر از لحاظ ماهیت، توصیفی-تحلیلی و از لحاظ روش شناسی، مبتنی بر رویکرد آمیخته طرح اکتشافی (کیفی-کمی) است. بنابراین پس از انجام مطالعات کتابخانه ای و ادبیات موضوع و نیز مصاحبه با خبرگان، فهرستی از عوامل موثر آینده اعتماد عمومی به دولت ج.ا.ایران به دست آمد و با استفاده از روش دلفی، این عوامل از 58 مورد به 15مورد تقلیل یافتند. سپس با بهره-گیری از روش تحلیل ساختاری، ماتریس تاثیر متقاطع طراحی شد و با تشکیل پانلی شامل 11 نفر از خبرگان و جمع-آوری نظرات آنان درباره تاثیرگذاری عوامل بر یکدیگر، داده ها وارد ماتریس شدند. با تحلیل داده های برآمده از ماتریس با نرم افزار میک مک، میزان تاثیرگذاری و تاثیرپذیری هر کدام از عوامل ارزیابی شد. براساس نتایج این پژوهش، پنج عامل شامل مبارزه با فساد، شفافیت، عدم ترجیح منافع فردی بر منافع عمومی، تحقق عدالت اجتماعی و صداقت و راست گویی مسئولین به عنوان پیشران های راهبردی موثر بر آینده اعتماد عمومی به دولت ج.ا.ایران شناسایی شدند

analyzing strategic effective drivers on public trust in government with foresight approach

objective: public trust in government todays faces serious and increasing challenges whichhave doubled the necessity of trying to influence its future trend. this study aims to identifystrategic factors affecting the future of public trust in islamic republic of iran on the horizon2045.methodology: this research in terms of nature is descriptive-analytical and methodologicallyis based on mixed approach (qualitative-quantitative). therefore, after conducting librarystudies and literature review and interviews with experts, a list of effective factors of publictrust in islamic republic of iran by using delphi method was found and then these factorswere minimized from 58 to 15 items. then, by using structural analysis and the cross-impactmatrix was designed and by forming a panel consisting 11 experts and gathering their opinionsabout these factors, necessary data were entered into the matrix. by analyzing collected data,the influence of each factor was evaluated in micmac software.conclusion: according to the results of this research, five factors including combatingcorruption, transparency, not preferring of individual interests on public interest,realization of social justice, and honesty and integrity of the authorities were identified asstrategic effective factors on the future of public trust in islamic republic of iran.originality: the future of public trust in government has not been investigated. this studyidentifies strategic drivers that affect on the future of public trust.
