مدل عمومی چرخه‌عمر پروژه‌های تحقیق و توسعه در سازمان‌های تحقیقاتی با رویکرد مهندسی سیستم‌ها

تدوین مدل چرخه‌عمر پروژه‌های تحقیق و توسعه یکی از عوامل کلیدی موفقیت سازمان‌های تحقیقاتی به شمار می‌رود. بطوریکه استفاده از یک مدل استاندارد، منجر به ایجاد زبان مشترک بین سازمان و فراهم‌کنندگان بیرونی محصولات، خدمات و فرایندهای سازمان می‌شود. هدف از این مقاله ارائه یک مدل چرخه‌عمر عمومی برای تحقیق و توسعه در سازمان‌های تحقیقاتی است که مورد تائید مجریان، ناظران و ممیزان مختلف قرار بگیرد. مدل ارائه شده در این پژوهش مبنایی را برای ارزیابی فعالیت‌های مجریان فراهم ساخته و ارزیابی و ممیزی فعالیت‌های تحقیق و توسعه را تسهیل می‌نماید. مدل ارائه شده در این پژوهش دارای 4 بعد، 17 مولفه،3 نقطه کلیدی تصمیم و 156 شاخص است. ابعاد مدل شامل فرایندهای نیازسنجی، طراحی و ساخت نمونه، مهندسی ساخت و مدیریت تولید، و بهره‌برداری و پشتیبانی است. روایی پرسشنامه محقق‌ساخته توسط 9 نفر از خبرگان موضوع مورد بررسی قرار گرفته و 3 سوال حذف گردیده است. همچنین در بررسی پایایی پرسشنامه، ضریب آلفای کرونباخ برابر با 0.982 به دست آمده است. این نتایج، کلیه فرضیه‌های تحقیق را مورد تایید قرار داده و رتبه مولفهها در هر بعد نیز مشخص شده است. طبق نتایج به دست آمده، بعد نیازسنجی از اهمیت بیشتری در چرخه‌عمر تحقیق و توسعه سازمان‌های تحقیقاتی برخوردار است. استفاده از مدل این تحقیق سازمان‌های تحقیقاتی را قادر به پیاده‌سازی اثربخش فرایندهای مورد نیاز برای تحقیق و توسعه نموده و به مدیران و ذینفعان سازمان تحقیقاتی در تصمیم سازی و تصمیم گیری کمک می‌کند.

The general model for lifecycle of R&D projects in research organizations with systems engineering approach

Developing a life cycle model of R D projects is one of the key factors for the success of research organizations. Using a standardized model leads to the creation of a common language between the organization and external providers of products, services and processes. The purpose of this paper is to present a general life cycle model for research and development in research organizations that is approved by various executives, supervisors and auditors. The model presented in this study provides a basis for evaluating the activities of executors and facilitates the evaluation and audit of research and development activities. The model has 4 dimensions, 17 components, 3 key decision points and 156 indicators. Model dimensions include need assessment processes, sample design and construction, manufacturing engineering and production management, and operation and support. The validity of the researchermade questionnaire was evaluated by 9 experts and 3 questions were omitted. Cronbach's alpha coefficient of 0.982 was also used to evaluate the reliability of the questionnaire. These results support all the research hypotheses and the rank of the components in each dimension is also determined. According to the results, the need assessment dimension is more important in the life cycle of research and development of research organizations. Using this research model enables research organizations to effectively implement the processes needed for research and development and assists managers and stakeholders in decision making and decision making.
