بانک توسعه جدید بریکس و امکان سنجی آن در مواجهه با موانع تحریمی بانکی ایران

بانک توسعه جدید بریکس، به‌عنوان یک نهاد بین‌المللی، موفق‌ترین بخش ساختار بریکس تلقّی می‌گردد. هدف و کارکرد این بانک مهیا نمودن منابع مالی جهت پروژه‌های زیرساختی و توسعه پایدار در کشورهای عضو بریکس و سایر اقتصادهای نوظهور و کشورهای در حال توسعه، در قالب نهادی مشابه و نه جایگزین بانک جهانی، می‌باشد. بر مبنای آنکه بانک نهادی نوپا بوده و با توجه به توسعه اخیر قلمرو اعضای آن، در آینده نزدیک می‌توان عملکرد این نهاد مالی را در سطح جهانی ارزیابی نمود. امّا، برخی مزایا، همچون به چالش کشاندن ساختار مالی و پولی جهانی، تحقق هدف نهادسازی بین‌المللی بریکس و استفاده از ارزهای محلی و تحقق اهداف کنوانسیون چارچوب ملل متحد در مورد تغییر آب و هوا در زمینه تامین مالی و ارائه تسهیلات به پروژه‌های توسعه فناوری‌های پاک و در مقابل برخی معایب، همچون اختلافات سیاسی اعضا، استمرار حاکمیت دلار و نظام سهمیه و ساختار مدیریتی ناعادلانه نسبت به اعضای جدید مشهود است.بر مبنای نتایج مقاله حاضر با وجود آنکه بانک توسعه جدید بریکس ظرفیت بسیار مطلوبی برای استقلال عملکرد ایران در حوزه سیاست خارجی اقتصادی داشته و می‌تواند نقش ویژه‌ای را در کاهش اثر تحریم‌های بانکی و موانع ناشی از آنها داشته باشد، در وضعیت موجود، حتّی اگر تحریم‌های ایالات متحده آمریکا در زمره تحریم‌های مشروع موضوع التزام بانک واقع نگردد، محدودیت‌های مرتبط با گروه ویژه اقدام مالی مانعی جدی برای اقدام و همکاری با آن می‌باشد. در پایان مقاله برخی توصیه‌ها و راهبردهای سیاستی در زمینه نحوه تعامل کشورمان با این بانک ارائه گردیده است.

brics new development bank and its feasibility in confronting iran’s banking sanction barriers

the brics new development bank, as an international organization, is the most comprehensive and successful institution of brics. the aforementioned bank aims to provide financial resources for infrastructure and sustainable development projects in brics member countries, as well as other emerging and developing economies. it operates as an institution similar to, but not a substitute for, the world bank. given that the brics new development bank is a fledgling institution and considering the recent developments in its member territories, the performance of this financial institution can be evaluated at a global level in the near future. nevertheless, in this field, certain advantages are evident, such as challenging the global financial and monetary structure, fulfilling the goal of brics international institutionalization, and promoting the use of local currencies. in contrast, some disadvantages persist, including the political differences among members and the ongoing hegemony of the dollar.based on the results of this article, although the brics new development bank has a very desirable capacity for enhancing the independence of iran’s performance in the field of foreign economic policy, it can play a significant role in mitigating the effects of banking sanctions and the obstacles arising from them. however, in the current situation, even if the sanctions imposed by the united states of america are not among the legitimate sanctions subject to the bank’s obligations, the restrictions of the financial action task force present a serious obstacle to action and cooperation with the aforementioned bank.
