تاثیر کارآفرینی بر مهاجرت نخبگان در کشورهای منتخب منطقه منا

یکی از مهم‌ترین و بنیادی‌ترین موضوعات قابل تامل از گذشته تا به الان، مهاجرت نخبگان از کشورهای در حال توسعه به سمت کشورهای توسعه یافته است. امروزه با وجود اقتصاد جهانی مبتنی بر دانش که به‌طور فزاینده بر مهارت‌های علم و فناوری استوار است، موضوع جذب نخبگان جهت تحقق اقتصاد دانش‌بنیان حیاتی‌تر نیز شده است. به عبارت دیگر نیروی انسانی متخصص و با انگیزه عامل موثری در رشد و توسعه اقتصادی، پر کردن شکاف فناوری و تغییر اقتصاد منابع محور و سرمایه محور به اقتصاد دانش محور است. لذا مهاجرت تحصیل‌کردگان و متخصصین از کشورهای درحال توسعه به کشورهای توسعه‌یافته، کشور را به سمت توسعه نیافتگی سوق می‌دهد و شکاف آن را با کشورهای توسعه‌یافته عمیق‌تر می‌کند. یکی از موضوعاتی که می‌تواند بر مهاجرت نخبگان از کشورهای در حال توسعه تاثیر داشته‌ باشد، کارآفرینی است زیرا با افزایش کارآفرینی تقاضا برای نیروی کار متخصص و تحصیل‌کرده افزایش می‌یابد و مانع خروج نخبگان علمی می‌شود. لذا هدف مطالعه حاضر بررسی تاثیر کارآفرینی بر مهاجرت نخبگان از کشورهای منتخب منا به ایالات متحده آمریکا طی دوره زمانی 2009-2016 با رهیافت پانل دیتا است. یافته‌های مطالعه بیانگر تاثیر مثبت و معنی‌دار کارافرینی بر مهاجرت نخبگان در کشورهای منتخب منطقه منا است. همچنین براساس یافته‌ها، شاهد تاثیر مثبت و معنی‌دار شاخص جهانی شدن و شاخص شکاف رفاهی  با مهاجرت نخبگان در کشورهای مورد مطالعه بوده و متغیر ثبات سیاسی و عدم وجود خشونت  نیز تاثیر منفی و معنی‌دار بر مهاجرت نخبگان دارد.

The Effect of Entrepreneurship on the Brain Drain in the Selected Countries of the MENA Region

for decades, brain drain from developing countries to developed countries is these countries. One of the most important and fundamental issues. Today, this issue has become even more important, with a knowledgebased economy that increasingly focuses on science and technology development. In other words, proffesional and motivated workforce are effective factors in economic growth and development, filling the technology gap and shifting resourcebased economy and capitalbased economy to knowledgebased economy. Therefore, the migration of educatored and professional workforce from developing countries to developed countries leads the country to underdevelopment and widens its gap with developed countries. One of the issues that can affect the brain drain from developing countries is entrepreneurship beacause with the increase in entrepreneurship, the demand for educated and professional workforce increases and that prevents the elite from leaving the country. The purpose of this study was to investigate the effect of entrepreneurship on the brain drain from the selected countries of the MENA region to the United States during the years 20092016 using the panel data approach. The findings of the study indicate a positive and significant impact of entrepreneurship on brain drain in the selected countries of the MENA region. The results also show that there is a positive and significant effect of globalization index and welfare gap index on brain drain in the studied countries. Also the political stability and lack of violence has a negative and significant effect on brian drain.
