امنیت محله محور، بازیگران و کارکردها

هدف و زمینه: نخستین جایی‌که فرد بعد از خانواده وارد آن می‌شود، محله است. به‌طوری‌که می‌توان گفت، افراد از محله وارد اجتماع می‌شوند. نکته قابل تامل، نوع برداشت از مفهوم محله است. بالتبع دگرگونی و تغییرات ساختاری محلات در عصر کنونی، باز تعریف مفهوم آن‌را بیش‌تر متبادر می‌سازد. هم‌چنین صرف نظر از این موضوع، امنیت محلات و بازیگران آن در لایه‌های زیرین به‌عنوان سنگ بنای امنیت عمومی، دارای اهمیت بالایی است که پرداختن به بازیگران این حوزه و کارکردهای آنان، هدف اصلی این پژوهش است.روش‌: این پژوهش، یک پژوهش کیفی از نوع تحلیل محتوای عرفی است؛ که از نظر هدف، کاربردی است. مشارکت‌کنندگان در این پژوهش، 18 نفر از خبرگان، مدیران ارشد پلیس‌های تخصصی، معاونت فرهنگی اجتماعی و نیز معاونت عملیات فراجا هستند که دارای تجربه مدیریتی حداقل 20 سال در حوزه‌های صفی و ستادی بوده و به‌صورت هدف‌مند تا اشباع نظری انتخاب شده‌اند. روش گردآوری داده‌ها مصاحبه نیمه‌ساختاریافته است. داده‌ها به روش صوری و تکرارپذیری از نظر روایی و پایایی تایید و هم‌چنین برای تحلیل داده‌ها از نرم‌افزار مکس‌کیودا 2020 استفاده شده است.یافته‌ها: با تحلیل داده‌ها، در مجموع 7 بازیگر اصلی در حوزه امنیت محله محور، شامل: محله، مردم، معتمدین و متنفذین، شبکه‌های اجتماعی، شرکت‌های خصوصی، شهرداری و سایر دستگاه‌های خدمات رسان، نهادهای امنیتی انتظامی، شناسایی و مهمترین کارکردهای هرکدام از آن‌ها احصاء شدند.نتیجه‌گیری: بر اساس تحلیل داده‌ای، بازیگران محلی شامل مردم، معتمدین و متنفذین، شهرداری و دیگر دستگاه‌های خدمات‌رسان از وزن بیش‌تری نسبت به سایر بازیگران در حوزه امنیت محله محوری برخوردار هستند. هم‌چنین عوامل خطر، عوامل ارتجاع و عوامل بازیابی و بهبود به‌عنوان سه عامل مهم تغییرات شهری و محلی نقش موثری در این حوزه دارند که بایستی متناسب با شرایط و موقعیت هر محله شناسایی و مدیریت شوند.

neighborhood-oriented security: actors and functions

background and purpose: neighborhood is the first place an individual enters after family. it could be argued that the neighborhood serves as the gateway to society. a key consideration is the way the concept of neighborhood is interpreted. given the structural transformations of neighborhoods in the modern era, redefining this concept becomes even more pertinent. apart from this issue, the security of neighborhoods and their underlying actors as the cornerstone of public security is of great importance, and the primary objective of this research is to deal with these actors and their functions.method: this study is a qualitative research based on conventional content analysis and is applied in purpose. the participants in the research include 18 experts—senior managers of specialized police units, deputy directors of cultural and social affairs, and operational deputies of the law enforcement command of the islamic republic of iran (faraja)—selected purposively until theoretical saturation was achieved. all participants had at least 20 years of managerial experience in both operational and clerical roles. data was collected through semi-structured interviews, validated for reliability and validity using formal methods and reproducibility, and analyzed using maxqda 2020. findings: data analysis identified seven key actors in neighborhood-oriented security, including the neighborhood, residents, local leaders and influencers, social networks, private companies, municipality and other service providers, and security-law enforcement institutions. the most critical functions of each actor were also determined.conclusion: based on data analysis, local actors—including residents, local leaders and influencers, municipalities, and service providers—carry more weight than other actors in neighborhood-oriented security. additionally, risk factors, reactionary factors, and recovery/improvement factors play significant roles in urban and local changes, necessitating to identification and management tailored to each neighborhood's conditions.
