عوامل موثر بر مشارکت شهروندان در پیشگیری از قاچاق سلاح در استان کرمانشاه

زمینه و هدف: استفاده از ظرفیت مشارکت و همیاری مردم در پیشگیری از قاچاق سلاح (به‌عنوان پیشگیری اجتماعی معطوف به اقدامات نرم و مردم پایه) بهترین نوع پیشگیری است که شناخت چگونگی و شیوه‌های جلب مشارکت مردم اهمیت زیادی دارد. پژوهش حاضر با هدف «شناسایی عوامل موثر بر مشارکت شهروندان در پیشگیری از قاچاق سلاح در استان کرمانشاه» انجام گرفت.روش پژوهش: پژوهش حاضر از نظر هدف، پژوهشی کاربردی و از نظر نحوه اجرا جزو پژوهش‌های کیفی مبتنی‌بر تحلیل مضمون است. جامعه مشارکت‌کننده مشتمل بر فرماندهان انتظامی، اساتید دانشگاهی، بسیج، استانداری، فرمانداری و شورای اسلامی استان کرمانشاه هستند که پژوهش‌گر در شانزدهمین نفر به اشباع نظری رسید. ابزار گردآوری اطلاعات مصاحبه نیمه‌ساختاریافته است. برای محاسبه پایایی کدگذاری‌های انجام‌شده، از روش توافق درون موضوعی استفاده شد. تجزیه‌وتحلیل یافته‌ها نیز مبتنی بر شیوه تحلیل مضمون (کدگذاری پایه‌ای، سازمان‌یافته و فراگیر) است.یافته‌ها: براساس نظر پاسخ‌گویان، مضمون‌های مربوط به پژوهش حاضر مشتمل بر 67 مضمون سازمان‌دهنده و 5 مضمون فراگیر تحت عناوین؛ «عوامل اقتصادی» با 20 شاخص، «عوامل فرهنگی-اجتماعی» با 18 شاخص، «عوامل نهادی» با 7 شاخص، «عوامل حقوقی و قضایی» با 6 شاخص و «عوامل انتظامی» با 16 شاخص هستند.نتیجه‌گیری: پیشگیری از قاچاق سلاح مستلزم بهره‌گیری از سازوکارهای مختلفی از جمله ظرفیت مشارکت شهروندان است که توجه صرف به یک عامل و بی‌اعتنایی به عوامل دیگر می‌تواند فعالیت‌ها را بی‌ثمر کند. از این‌رو، بایستی با تشکیل کارگروهی در استان کرمانشاه، اجتماعی شدن پدیده پیشگیری از قاچاق سلاح پیگیری شود.

effective factors on citizens' participation in the prevention of arms smuggling in kermanshah province

background and purpose: utilizing the capacity of public contribution and cooperation in preventing arms trafficking (as social prevention focuses on soft and people-centered actions) is the best type of prevention. in this regard, recognizing the manner and ways to engage public participation is of great importance. the present research aimed to “identify the factors affecting citizens’ participation in preventing arms smuggling in kermanshah province”. method: this research is applied in terms of its purpose and is a qualitative study based on thematic analysis. the contributing community consists of police commanders, university professors, basij, the governor’s office, the governorate, and the islamic council of kermanshah province. the researcher reached theoretical saturation following conducting the talk with the sixteenth person. the data collection tool was a semi-structured interview. to calculate the reliability of the coding, the intra-rater agreement method was used. the analysis of the findings is also based on the thematic analysis method (basic, organized, and comprehensive coding). findings: based on the respondents’ opinions, the themes related to this research consist of 67 organizing themes and 5 overarching themes under the titles: “economic factors” with 20 indicators, “socio-cultural factors” with 18 indicators, “institutional factors” with 7 indicators, “legal and judicial factors” with 6 indicators, and “law enforcement factors” with 16 indicators.conclusion: preventing arms trafficking requires the use of various mechanisms, including the capacity of citizens’ contribution. focusing solely on one factor and ignoring others may render activities fruitless. therefore, a working group should be formed in kermanshah province to socialize the phenomenon of preventing arms trafficking.
