چالش‌های درون‌سازمانی در مقابله با تیراندازی‌های غیرمجاز شهروندان (مورد مطالعه: فرماندهی انتظامی شهرستان حمیدیه)

زمینه و هدف: تیراندازی غیرمجاز به‌هر علت و انگیزه‌ای صورت پذیرد، اوضاع منطقه را دگرگون می‌سازد، به‌طوری‌که ممکن است گاهی اوضاع یک شهرستان را با مشکلات و معضلات اساسی روبه‌رو سازد. هدف پژوهش، شناسایی چالش‌های درون‌سازمانی انتظامی در مقابله با تیراندازی‌های غیر مجاز شهروندان در شهرستان حمیدیه است.روش پژوهش: پژوهش حاضر از نظر هدف، کاربردی و از نظر ماهیت و روش جمع‌آوری داده، کیفی است. مشارکت‌کنندگان 24 نفر از خبرگان و صاحب‌نظران انتظامی استان و شهرستان حمیدیه درسال 1401 هستندکه به روش نمونه‌گیری هدف‌مند انتخاب شدند. تعداد افراد مشارکت‌کننده بر پایه اصل اشباع نظری تعیین شد. ابزار پژوهش مصاحبه عمیق و باز بود. تجزیه‌و‌تحلیل داده‌ها با استفاده از روش تحلیل مضمون انجام شد.یافته‌ها: در این مطالعه تعداد 33 مضمون پایه و 4 مضمون سازمان‌دهنده (عوامل انسانی، عوامل فیزیکی و تجهیزات، عوامل محیطی و زمینه‌ای‌ و عوامل مدیریتی) به‌دست آمد. هر‌یک از این مضامین خود دربرگیرنده مضامین پایه هستند که هر‌کدام از این‌ها چالش درون‌سازمانی فرماندهی انتظامی شهرستان حمیدیه در مقابله با تیراندازی غیرمجاز با سلاح است.نتیجه‌گیری: نتایج بیان‌گر این است که وقوع تیراندازی غیرمجاز بستر ساز اختلال و کاهش احساس امنیت در ابعاد مختلف جامعه می‌شود؛ بنابراین لازم است فرماندهی انتظامی شهرستان حمیدیه که متولی اصلی تامین نظم و امنیت وآرامش عمومی دراین شهرستان است با رفع چالش‌های درون‌سازمانی انتظامی شناسایی‌شده در مقابله با تیراندازی‌های غیر مجاز راه‌کارهای اصولی پیش‌گیری، کنترل و مقابله با این‌گونه از جرائم را در اولویت قرار دهند.

organizational challenges in confronting unauthorizedshootings by civilians (case study: hamidiyeh police command)

background and purpose: unauthorized shootings, regardless of their cause or motivation, can significantly disrupt a region’s stability, potentially posing severe challenges to the security and well-being of an entire district. this research aims to identify the organizational challenges faced by the hamidiyeh police command in combating unauthorized shootings by civilians.method: this qualitative study employs an applied research design, utilizing a purposive sampling technique to select 24 experts and experienced police officers from khuzestan province and hamidiyeh county who participated in the study in 2022. the sample size was determined based on the principle of theoretical saturation. data collection was conducted through in-depth, open-ended interviews. thematic analysis was employed to analyze the collected data.findings: the study identified 33 primary themes and 4 organizing themes: human factors, physical factors, equipment, surrounding and background factors, and managerial factors. each of these themes encompasses sub-themes that represent the organizational challenges faced by the hamidiyeh police command in combating unauthorized shootings.conclusion: the findings indicate that unauthorized shootings disrupt public order, erode security perceptions, and pose a significant threat to public safety. therefore, it is imperative for the hamidiyeh police command, as the main authority responsible for maintaining law, order, and security in the district, to eliminate the identified organizational challenges, and prioritize fundamental approaches: effective prevention, control, and countermeasure strategies, to combat unauthorized shootings.
