نقش پلیس در حکمرانی شهری با محوریت اخلاق (مورد مطالعه: کلان شهر تبریز)

هدف و زمینه: هدف این پژوهش بررسی نقش پلیس در حکمرانی شهری با محوریت اخلاق (نمونه کلان‌شهر تبریز) است. هر نظام سیاسی برای تداوم ثبات و امنیت پایدار خود نیازمند حکمرانی شایسته در ابعاد گوناگو ن است تا تعالی و رشد فردی و اجتماعی جامعه خود را سرعت بخشد. روش پژوهش: روش به‌کار رفته در این پژوهش به‌لحاظ هدف، کاربردی و از نوع پژوهش‌های کمّی و پیمایشی است. جامعه آماری پژوهش را دو طبقه مدیران انتظامی، معاونین، شهرداری‌ها، دانشگاه‌ها و بهزیستی تشکیل می‌دهند. نمونه پژوهش براساس روش نمونه‌گیری تصادفی طبقه‌ای و حجم نمونه با روش مورگان تعداد 162 نفر برآورد شد. ابزار گردآوری اطلاعات، پرسش‌نامه پژوهش‌گرساخته است. یافته‌ها: بر اساس مدل ضریب ویژگی، شاخص پایداری و امنیت با امتیاز 3.00 بالاترین کشش و انعطاف‌پذیری را با مقوله حکمرانی داشته است. بعد از آن شاخص پاسخ‌گویی است که با امتیاز 1.021 و رتبه دوم کشش و قدرت جذب حکمرانی را به خود اختصاص داده است. شاخص اخلاق محوری با امتیاز 0.422 در رتبه سوم تبیین حکمرانی قرار گرفته است که دارای تاثیر مثبت است. شاخص کارایی و اثربخشی با امتیاز 0.224 در رتبه چهارم قرار دارد. نتیجه‌گیری: نتایج نشان می‌دهد که از بین متغیرهای مرتبط با اخلاق محوری، بیش‌ترین میزان هم‌بستگی به‌ترتیب به متغیر مثبت‌نگری (بخشش و گذشت)، قدرشناسی، نظارت بر زیردستان و جذب حداکثری بوده است. بنابراین موثرترین راه در حکمرانی مطلوب شهری، تربیت نیروی انسانی با ویژگی‌های مردمی بودن، دینی و اعتقادی و اخلاقی بودن، اشرافی و مسرف نبودن، ظالم نبودن و مورد ظلم واقع نشدن می‌باشد. بنابراین پلیس می‌بایست اخلاق‌محوری و تربیت دینی و اسلامی را سرلوحه خود قرار دهد.

the role of police in urban governance based on ethics (case study: tabriz metropolis)

purpose and background: the present research aims to investigate the role of the police in urban governance based on ethics (the example of tabriz metropolis). to maintain its stability and stable security, every political system needs a decent governance in various dimensions, to accelerate the individual and social development of its society. method: the method used in this research is applied in terms of purpose and of the quantitative and survey research type. the statistical population of the research consists of two classes of police managers, deputies, municipalities, universities, and welfare organization. the research sample was based on stratified random sampling and the sample size was estimated to be 162 people using morgan’s method. the tool for collecting information is a researcher-made questionnaire.findings: according to the characteristic coefficient model, the index of stability and security with a score of 3.00 has the highest elasticity and flexibility with the governance issue. following that is the responsiveness index, with a score of 1.021, and has stood at the second rank of elasticity and governance’s attraction power. the ethical index with a score of 0.422 is ranked third in explaining governance, which has a positive impact. the efficiency and effectiveness index is ranked fourth with a score of 0.224conclusion: the results indicate that among the variables associated with ethics, the highest correlation was observed with variables of positivity (forgiveness), gratitude, supervision over subordinates, and maximum absorption, respectively. therefore, the most effective way to handle urban desirable governance is training human resources with the characteristics of being popular, religious, and moral, not being aristocratic and wasteful, not being cruel, and not being oppressed. therefore, the police need to put ethics and religious and islamic education on their agenda.
