الگوی راهبردی نیروی انتظامی جمهوری اسلامی ایران در ارتقای امنیت اجتماعی در پرتو بیانیه گام دوم انقلاب اسلامی

زمینه و هدف: امنیت اجتماعی به‌عنوان یکی از مهمترین ارکان جامعه است که نیروی انتظامی جمهوری اسلامی ایران وظیفه تامین و پیاده‌سازی آن را دارد. هدف اصلی تحقیق حاضر، تبیین الگوی راهبردی نیروی انتظامی جمهوری اسلامی ایران در ارتقای امنیت اجتماعی در پرتو بیانیه گام دوم انقلاب اسلامی است که با استفاده از روش ترکیبی به بررسی موضوع می‌پردازد.روش تحقیق: روش تحقیق حاضر ترکیبی یا آمیخته است که با رویکرد نسبی متوالی با وزن نابرابر در سه فاز کیفی-کیفی-کمّی انجام شده است. در این تحقیق، به ترتیب از سه روش «مرور دامنه-تحلیل مضمون-پیمایش» استفاده شده است. ابزار اصلی مورد استفاده در فاز کیفی، مصاحبه و در فاز کمّی، پرسشنامه است که به ترتیب از 11 نفر از خبرگان در فاز کیفی و 14 نفر هم در فاز کمّی اطلاعات و داده‌های مربوطه استخراج شدند.یافته ها: مطابق با یافته های تحقیق، در فاز اول-روش مرور دامنه- هشت محور موضوعی برای انجام مصاحبه ها تعیین شدند و در فاز دوم، با استفاده از روش تحلیل مضمون 192 شاخص شناسایی شدند که از میان آن‌ها، 87 مضمون پایه، 41 مضمون سازمان‌دهنده و 4 مضمون فراگیر استخراج شد.نتیجه‌گیری: مطابق با نتایج و تحلیل‌های صورت گرفته، الگوی راهبردی ناجا در ارتقای امنیت اجتماعی در چهار مولفه کلیدی «جامعه محوری، عدالت محوری، صیانت محوری، دانش محوری» در نظر گرفته می‌شود که در راستای ارتقای امنیت اجتماعی در جامعه اسلامی، اقتدار را باعث شده و موفقیت بیشتری را برای جامعه اسلامی به ارمغان بیاورند.

the strategic model of islamic republic of iran police forces in promoting societal security in the light of the declaration of the second step of the islamic revolution

background and purpose: societal security is one of the most important elements of society, and the islamic republic of iran’s police forces is responsible for its provision and implementation. the present research is mainly aimed at explaining the strategic model of the islamic republic of iran’s police forces in promoting societal security in the light of the declaration of the second step of the islamic revolution, which looks into the issue of using a combined method.method: the present research method is combined or mixed, which is conducted using a sequential relative approach with unequal weight in three qualitative-qualitative-quantitative phases. the research has respectively used three methods: scope review, theme analysis, and survey. interview and questionnaire are the main tools respectively used in the qualitative and quantitative phase. the information and data has been obtained from 11 experts in the qualitative phase and 14 experts in the quantitative phase.findings & conclusion: according to the findings of the research, in the first phase, i.e. the method of scope review; eight themes were determined for conducting interviews, and in the second phase, while using theme analysis method, 192 indicators were identified, out of which 87 basic themes, 41 organizing themes and 4 overarching themes were extracted.according to the results and analyses made, police forces’ strategic model in promoting societal security is considered in four key components: community-orientation, justice-orientation, protection-orientation, knowledge-orientation” which will bring about authority and more success to the islamic community in line with the promotion of societal security in it.
