تحلیل عوامل موثر بر امنیت گردشگران در پرتو آموزه‌های ‌جرم‌ شناختی

زمینه و هدف: با توجه به تاثیرات نامطلوب و گسترده بزه‌دیدگی گردشگران بر صنعت توریسم و ابعاد امنیتی این موضوع، ضرورت دارد تا عوامل بزه‌دیدگی گردشگران از منظر آموزه‌های ‌جرم‌شناسی فرهنگی، سازمانی و حقوقی مورد تبیین و تشریح قرار گیرد. هدف از این تحقیق بررسی و تحلیل عوامل جرم شناختیِ اثر گذار بر امنیت گردشگران می‌باشد.روش تحقیق: این تحقیق از نظر نوع، کاربردی و روش توصیفی-تحلیلی اطلاعات لازم با استفاده از مطالعات کتابخانه‌ای و از طریق فیش‌برداری و رجوع به منابع معتبر حقوقی داخلی و بین ­المللی تبیین شده است.یافته‌ها و نتیجه‌گیری: عوامل مرتبط با تعارضات فرهنگی، اطلاعات و برقراری ارتباطات انسانی و مشکلات مربوط به سواد گردشگری، از منظر ‌جرم‌شناسی فرهنگی؛ فقدان دستگاه‌های امنیتی انتظامی اختصاصی گردشگری، تعهدات و تعارضات بخش دولتی و خصوصی و ضعف ساختاری و امنیتی سیستم های حمل و نقل، از دیدگاه ‌جرم‌شناسی سازمانی؛ و پیامدهای حقوقی عدم اطلاع گردشگر از قوانین و مقررات جامعه میزبان و چالش‌های مقابله با گردشگرهای غیرقانونی در رهیافت های ‌جرم‌شناسی حقوقی تحلیل و توجیه می‌گردند.با توجه به یافته‌های منطبق بر آموزه‌های ‌جرم‌شناختی، ضرورت توجه به موئلفه های فرهنگی و چالش‌های حقوقی در برنامه‌های تقنینی مرتبط با گردشگری و اهمیت رفع چالش‌های اداری و سازمانی از قبیل ایجاد پلیس گردشگری و توجه به ساختارهای ترافیکی و حمل و نقل بر کاهش بزه‌دیدگی و امنیت گردشگران موثر می‌باشد.

Analysis of Factors Impacting Tourists’ Security in the Light of Criminological Doctrines

Background and Aim: Given the adverse and widespread impacts of tourist victimization on the tourism industry and the security aspects of the issue, it is necessary to explain the factors of tourist victimization from the perspective of cultural, organizational and legal criminology teachings. The present study aims at investigating the criminological factors affecting tourists’ security.Method: The present research has been of applied type, and using descriptive-analytical method and library studies has explained necessary information by note-taking and referring to reliable domestic and international legal sources.Findings and Conclusion: Factors related to cultural conflicts, information and human communication and problems related to tourism literacy, and  from the perspective of cultural criminology; lack of dedicated tourism security bodies, obligations and conflicts between the public and private sectors, and structural and security weaknesses of transportation systems, from perspective of organizational criminology; and the legal consequences of the tourist’s lack of knowledge of the rules and regulations of the host community and the challenges of dealing with illegal tourists are analyzed and justified in legal criminology approaches.Given the findings coinciding with the doctrines of criminology, the necessity of paying attention to cultural components and legal challenges in legislative programs related to tourism and the importance of removing administrative and organizational challenges such as establishing tourism police and paying attention to traffic and transportation structures are effective in reducing victimization and security of tourists.
