تحلیلی بر تحقق پلیس هوشمند و نقش آن در تامین امنیت اجتماعی با رویکرد آینده‌پژوهشی

زمینه و هدف: پژوهش حاضر ضمن واکاوی زمینه ها و موانع پیش روی تحقق پلیس هوشمند، به نقش آن در تامین امنیت اجتماعی در سطح جامعه پرداخته است.روش تحقیق: این مطالعه از سنخ تحقیقات کیفی است و با تکنیک دلفی انجام گرفت. جامعه آماری شامل مطلعین کلیدی (خبرگان و متخصصان حوزه های مختلف فاوا و امنیت اجتماعی نیروی انتظامی در استان کردستان) بوده که 12 نفر از آنان براساس حداکثر تنوع و تخصص به روش نمونه‌گیری هدفمند انتخاب شدند. اطلاعات تحقیق به ‌وسیله مصاحبه با رویکرد بحث گروهی کتبی جمع‌آوری شد و در چهار مرحله به صورت مفهومی تحلیل گردید.یافته ها و نتیجه‌گیری: یافته ها نشان می دهد که موانعی چون؛ مدیریت سنتی، خلاء اراده ای جمعی، نگاه شعارگونه به هوشمندسازی، عدم توجه به کاربست های حاصل از فعالیت های علمی-تحقیقاتی، عدم همکاری دیگر سازمان ها، عدم ارتباط سریع کارکنان با تکنولوژی های نوین، عدم رغبت کارکنان به فراگیری آموزش های نوین، عدم استفاده از نیروهای متخصص و زبده موجود در ناجا در راستای هوشمندسازی، سلیقه ای عمل کردن برخی فرماندهان و مدیران و محدودیت منابع اعتباری در برخی رده های پلیس مانع حرکت ناجا به سمت هوشمندسازی می شوند.در نتیجه تحقق هوشمندسازی در ناجا سبب افزایش دقت و سرعت کارکنان در رسیدگی ها، کاهش آسیب‌پذیری کارکنان، افزایش اعتماد به نفس آنان، افزایش اعتماد مردم به پلیس، بالا رفتن منزلت اجتماعی ناجا، پُرهزینه شدن ارتکاب جرم برای بزه‌کاران، کاهش بسترهای جرم، افزایش نظارت محیطی و ناامن کردن فضا برای مجرمان می شود.

Analysis of the Realization of Smart Police and its Role in Providing Social Security via Future Studies Approach

Background and Aim: The present study, while analyzing the contexts and obstacles to the realization of smart police, has addressed its role in providing social security across the community.Method: This study is some sort of qualitative research conducted using Delphi technique. The statistical population included key informants (experts and specialists in various fields of ICT and social security of Kurdistan province Police), 12 of whom were selected by purposive sampling method based on maximum diversity and expertise. Research data was collected through interviews with a written group discussion approach, and analyzed conceptually in four stages.Findings: The findings indicate that barriers such as traditional management, lack of collective will, slogan-like view toward intelligence, not paying attention to the applications of scientific-research activities, lack of cooperation from other organizations, delayed communication of employees with new technologies, employees not being motivated to attend new training courses, not using the specialized and skilled forces in the NAJA in the process of smartening, some commanders and managers applying their  own personal tastes and the limited financial resources in some police departments, prevent the NAJA from moving towards smartening.Conclusion Therefore, realization of smartening NAJA, leads to the enhancement of the accuracy and speed of employees in investigations, reduction of employees’ vulnerability, enhancement of their self-confidence, improvement of people’s trust in the police, improvement of NAJA’s social status, increasing the cost of crime commitment for criminals, reduction of crime grounds, enhancement of environmental surveillance and sending signals to criminals that they cannot easily commit crimes.
