الگوی مدیریت راهبردی پلیس در پیشگیری از بزه دیدگی زنان

هدف و زمینه: امروزه شرایط و فضای فعالیت پلیس بیش از پیش پیچیده، متغیر وگسترده شده است به‌گونه‌ای که برای بیشترسازمان‌های پلیسی این سرعت به مراتب بیش از سرعت پاسخگویی و توان تطبیق آن‌هاست. از این رو سازمان‌های پلیسی برای پاسخ به این چالش‌ها نیازمند الگوی راهبردهای جدیدی هستند تا بتوانند تاکیدات خود را برسازگاری با تغییرات محیطی و پاسخ بسیارسریع به نیازهای محیط دائما ًمتغیر قرار دهند. هدف پژوهش ارائه الگوی مدیریت راهبردی پلیس در پیشگیری از بزه‌دیدگی زنان و همچنین، شناسایی، تبیین و تدوین مفاهیم، ابعاد، مولفه‌ها و شاخص‌های مدیریت راهبردی انجام گردیده است. روش‌ها: از نظر هدف پژوهش حاضرکاربردی و از جنبه روش‌شناسی پژوهش کیفی است که با روش تحلیل مضمون اجرا شده است. جامعه پژوهش از بین خبرگان نیروی انتظامی، وزارت کشور، اساتید دانشگاه، قضات، آموزش و پرورش، بهزیستی، سازمان زندان‌ها با نمونه‌گیری هدفمند شناسایی و بر اساس اصل اشباع نظری حجم نمونه به 14 نفر رسید. برای مصاحبه از ابزار مصاحبه نیمه‌ ساختار یافته و برای تجزیه و تحلیل اطلاعات از نرم افزار«مکس کیودی11» استفاده شد.یافته‌ها: الگوی مدیریت راهبردی پلیس در پیشگیری از بزه‌دیدگی زنان، در قالب 4 بعد شامل تدوین، اجرای، ارزیابی و توسعه و اصلاح، 13 مولفه‌ و 57 شاخص شناسایی شدند. نتیجه‌گیری: نتایج نشان می‌دهد الگوی مدیریت راهبردی پلیس می‌تواند چالش‌ها و آسیب‌هایی را که نظم و امنیت در جامعه را تحت تاثیر قرار می‌دهد شناخته و در راستای رفع آن گام بردارد و منجر به اثربخشی بیشتر این برنامه شود.

Police Strategic Management Model for Preventing Female Victimization

Background and Aim: Nowadays, the police conditions and its atmosphere of activity has become more complex, changeable and extensive, so that for most police organizations, the speed of this complexity and extensiveness is far more than the speed of their responsiveness and adaptability. Hence, to be able to respond to these challenges police organizations need model of new strategies so that they could lay emphasis on adapting themselves to environmental changes and responding to the needs of an ever-changing environment very rapidly. The purpose of the present research is to present a police model of strategic management in preventing female victimization and also to identify, explain and formulate concepts, dimensions, components and indicators of strategic management. Method: In terms of purpose, the present study is of applied type; and in terms of methodology, it is a qualitative research that has been carried out through content analysis method. The study population was identified from among experts of police, Ministry of Interior, university professors, judges, ministry of education, welfare organization, prisons’ organization by purposeful sampling and based on the principle of theoretical saturation, the sample size reached 14 people. Semi-structured interview tools were used for the interview and “MAXQDA 11” was used for data analysis.Findings: The model of police strategic management to prevent female victimization in 4 dimensions including development, implementation, evaluation, development and correction, 13 components and 57 indicators was identified. Conclusion: The results indicate that the model of police strategic management could identify the challenges and harms that affect law and order in the community and take steps to address them and may lead to greater effectiveness of this program
