تعهدات دولت ها و حق برسلامت و امنیت اجتماعی از منظرحقوق بین الملل با تاکید بر ویروس کووید 19

زمینه و هدف: امروزه بیماری کرونای جدید باعث به خطر افتادن حق حیات و امنیت فکری انسان‌ها شده است. ازهمین رو نقش دولت‌ها در تحقق حق بر سلامت با رعایت توصیه های سازمان بهداشت جهانی و مدیریت بحران ایجاد شده برای ارتقای امنیت اجتماعی اهمیت زیادی دارد.روش تحقیق: این مقاله با بهره مندی از روش تحقیق تحلیلی توصیفی به این سوال پاسخ   می‌دهد که تاثیر تعهدات حقوق بشری دولت‌ها طبق معاهدات بین المللی در مدیریت شیوع ویروس کووید[1]19و ارتقای امنیت اجتماعی چیست؟نتایج تحقیق: امروز همه انسان‌ها در سراسر جهان با شیوع  بیماری کرونای جدید و ضرورت رعایت «قرنطینه، کاهش تردد، ماسک زدن و فاصله اجتماعی» با مخاطرات شغلی و بحران اقتصادی فراگیر، افزایش بزه‌کاری، بروز خطر گرسنگی، کاهش میزان دسترسی به مراقبت های بهداشتی، آب آشامیدنی و غذای سالم مواجه شده‌اند. بهترین راه‌کار ایجاد اطمینان خاطر با تضمین بهره‌مندی برابر از خدمات بهداشتی و درمانی برای همه شهروندان با هدف تحقق تعهدات حقوق بشری دولت‌ها است. 

Commitments of Governments and the Right to Health and Social Security from the Perspective of International Law, Emphasizing the COVID19

Background and Aim: Nowadays, new Corona disease has endangered the right to life and intellectual security of human beings. Hence, the role of governments in realizing the right to health by following the recommendations of the World Health Organization(WHO) and managing the emerged crisis, is of great importance to promoting social security.Method: Applying analyticaldescriptive research method, the present article attempts to answer this question: what is the impact of human rights obligations of governments under international treaties in managing the outbreak of COVID19 and promoting social security?Findings and Conclusion: Nowadays, as a result of the outbreak of new Corona disease and the need to observe quarantine, reduced traffic, masking and social distancing human beings around the world have faced with occupational hazards and the widespread economic crisis, escalation of delinquency rate, risk of hunger and starvation on one hand, and reduction of access to health care, drinking water and healthy food, on the other. The best way to build reassurance is to ensure equal access of all citizens to health care and treatment services to meet the human rights obligations of governments.
