پدیده‌نگاری رویکرد جامعه‌محوری پلیس در ناجا (زمینه‌ها، ویژگی‌ها و پیامدها)

زمینه و هدف: نیروی انتظامی جمهوری اسلامی ایران با هدف استقرار نظم و امنیت و تامین آسایش فردی و عمومی جامعه در داخل کشور، تشکیل شده است. در دو دهه اخیر رویکرد جامعه محوری را برای رسیدن به اهداف خود به اجرا درآورده است، هم اکنون این رویکرد با چالش هایی مواجه است. شناخت و تحلیل زمینه ها، ویژگی ها و پیامدهای این رویکرد هدف اصلی این پژوهش است.روش پژوهش: پژوهش از لحاظ هدف بنیادی است و با روش کیفی از نوع روش پدیده‌نگاری انجام ‌شده‌ است. خبرگان و صاحب‌نظران پلیس دارای سابقه خدمت، دانش، تجربه و تحصیلات مناسب و کافی، جامعه آماری را تشکیل می‌دهند. در این پژوهش تعداد 20 نفر از جامعه آماری به عنوان نمونه از روش نمونه‌گیری غیرتصادفی هدفمند، انتخاب شده‌اند. جمع‌آوری اطلاعات و داده‌ها از طریق ابزار مصاحبه بی‌ساخت و ژرفانگر انجام شده‌است. داده‌ها و اطلاعات با تکنیک تحلیل محتوای کیفی تجزیه وتحلیل شده‌اند.یافته‌ها و نتیجه‌گیری: نتایج تحلیل محتوای کیفی نشان می‌دهد؛ زمینه‌های گرایش ناجا به سمت رویکرد جامعه‌محوری پلیس؛ اجتماعی، اقتصادی، اندیشه‌ایگفتمانی و قانونیمدیریتی‌ بوده‌اند، ویژگی‌های رویکرد جامعه‌محوری پلیس در ناجا دارای سه بخش نظام‌مند و وابسته‌به‌هم؛ «شناختی»، «سیاست‌گذاری و برنامه‌ریزی» و «عملیاتی» است و پیامدهای این رویکرد به دو بخش اجتماعی و نهادی (سازمانی) بعدبندی شده و هر کدام دارای جنبه‌های مثبت و منفی هستند.

A Phenomenographic Study of the CommunityOriented Policing in Iran’s Police (Contexts, Features and Implications)

The law enforcement force of the Islamic Republic of Iran has been formed with the aim of establishing order and security and ensuring individual and community wellbeing. In the last two decades, Iran’s police have implemented the communitybased approach to achieve its goals, but now, it has faced some challenges. Understanding the areas, features and consequences of this approach and analyzing it from the perspective of globalization is the main purpose of this study.This is a fundamental research in which qualitative method has been utilized with phenomenological approach. The statistical population in this study is policing practitioners. In this study, 20 people from the statistical population have been selected through purposeful sampling technique. The collection of information and data in this study has been carried out through conduction indepth interviews. Data and information were analyzed using qualitative content analysis technique.The obtained results indicate that Iran’s Police have an tendency towards communityoriented policing approach in terms of social, economic, ideologicaldiscourse, and legalmanagerial perspectives. Features of the communityoriented approach in Iran’ Police has three systematic and interdependent sections; namely cognitive, policymaking and planning and operational. The consequences of this approach are divided into the two parts of social and institutional (organizational) approached, and each has positive and negative aspects. The communityoriented approach in the Iran’s police does not definitively follow globalization. There are signs of adaptation to globalization, but it corresponds to the phenomenon of glocalization and is understandable in its context.
