تبیین جامعه شناختی رابطه عملکرد پلیس جامعه محور و احساس امنیت

هدف و زمینه: احساس امنیت، امری جامعه‌شناختی و نوعی الزام اجتماعی است که از عاملیت فردی عبور کرده و به مثابه عنصری ساختاری و جمعی عمل می‌کند. احساس امنیت/ناامنی، گرچه در نوع فردی رخ می‌دهد، اما بازتابی از نیروهای جمعی یا بازنمایی کننده مسائل محیطی و اجتماعی است و بر همین اساس با ساختار، زمینه های اجتماعی، نهادهای و سازمان های نظام اجتماعی به ویژه عملکرد نهاد انتظامی (پلیس و ... ) ارتباط می یابد. به طور کلی هدف از تحقیق حاضر، بررسی و تبیین تاثیر عملکرد پلیس جامعه محور بر احساس امنیت شهروندان است. روش تحقیق: روش پژوهش حاضر پیمایش، به لحاظ هدف کاربردی و از نظر سطح تعمیم، به صورت پهنانگر اجرا شده است. جهت حصول اطمینان از اعتبار پرسشنامه، از اعتبار محتوایی و اعتبار ساختاری با استفاده از تکنیک تحلیل عاملی و برای سنجش پایایی مقیاس ها، از ضریب الفای کرونباخ استفاده شده است. جامعه آماری پژوهش، شهروندان ساکن در شرق استان تهران در گروه سنی 1564 سال و تعداد نمونه 384 نفر بوده و با استفاده از روش نمونه گیری خوشه ای چند مرحله ای انتخاب گردیده است.یافته ها و نتیجه گیری: نتایج حاصل از شاخص‌های آماری، گویای این است که در مجموع، میزان احساس امنیت جمعیت مورد مطالعه در حد متوسط می‌باشد. نتایج آزمون پیرسون نشان می دهد که بین مولفه های عملکرد پلیس جامعه محور (مشارکت محوری، اعتمادسازی، حمایت از اقشار آسیب پذیر، پایبندی به ارزش‌های اخلاقی و حرفه‌ای، رضایت اجتماعی از عملکرد پلیس، پیشگیری از جرم، عملکرد پلیس در برخورد با جرم، ترس از جرم، آموزش همگانی و رعایت حقوق شهروندی) و احساس امنیت شهروندان، رابطه معناداری وجود دارد و نتایج تحلیل رگرسیونی و تحلیل مسیر نشان میدهد که 56 درصد از واریانس متغیر احساس امنیت اجتماعی تبیین گردیده و با توجه به معنادار بودن آماره فیشر می‌توان گفت که مجموع متغیرهای مستقل مذکور دارای ضریب تاثیر معنی دار در مدل مسیر بوده اند.

Sociological Explanation of the Relationship between Communityoriented Police’s Performance and a security Feeling

Aim and Background: The security feeling is some sort of sociological issue and some sort of social obligation that goes beyond individual issues, but acts as a structural and collective element. Although security/insecurity feeling, is an individual issue, it is a reflection of collective forces or a representation of environmental and social issues, and accordingly it is in relation with the structure, social contexts, institutions and organizations of the social system, especially the performance of law enforcement agencies (police, etc.) In general, the present study is aimed to investigate and explain the impact of communityoriented police performance on citizens’ security feeling. Research Method: The present research is of survey type, and in terms of applied aim and extent of generalization, has been implemented extensively. To ensure the validity of the questionnaire and to measure the reliability of the scales content validity and structural validity, factor analysis technique and, Cronbach’s alpha coefficient have been used. The statistical population of the study was citizens living in the east of Tehran province ranging from 15 to 64; and the number of samples was 384 and were selected using multistage cluster sampling method. Findings and Conclusion: The results of the statistical indices indicate that significant relationship, in general, the level of population security of the under study population is of moderate level. The results of the Pearson test indicates that  there is significant relationship  between components of communityoriented police(contributionorientation, trust building, supporting vulnerable  groups, adherence to moral and professional values, public satisfaction from police performance, crime prevention, police performance in dealing with crime, fear of crime, public education and respect for civil rights) and citizens’ security feeling. The results of regression analysis and path analysis indicate that %56 of the societal security feeling variance has been explained and given the significance of Fisher statistic; it can be argued that the sum of the mentioned independent variables has had a significant impact factor on the path mode
