ریسک استفاده از قراردادهای مشارکت عمومی‌ خصوصی در حوزۀ فناوری اطلاعات و ارتباطات و روش مدیریت آن

امروزه، با توجه به محدودیت بودجه دولتی در تامین مالی پروژه‏های حوزه فناوری اطلاعات و ارتباطات، استفاده از مشارکت عمومی‌ خصوصی می‏تواند بسیار راهگشا باشد. همچنین با توجه به صرف بودجه‌های کلان و زمان طولانی برای اجرای این پروژه‏ها نیل به اهداف اصلی پروژه و حصول موفقیت در این پروژه‏ها از اهمیت بسیار بالایی برخوردار است. نیز به علت اینکه پروژه‏های مشارکت عمومی در بخش فناوری اطلاعات و ارتباطات ممکن است در طول حیات خود با ریسک‌های متنوع مواجه شوند که اهداف اصلی پروژه را تحت تاثیر قرار دهند شناسایی و ارزیابی ماهیت ریسک‌ها ضروری به نظر می‏رسد. در این نوشتار سعی شده است، پس از تبیین ویژگی‌های این قراردادها و ریسک‏های موجود در استفاده از آن‌ها، به خطرات استفاده از قراردادهای مشارکت عمومی‌ خصوصی در بخش فناوری اطلاعات پرداخته شود و نحوه مدیریت این ریسک‏ها نیز تشریح شود.

The Risk of Public Private Partnership Contracts in the Field of Information and Communication Technology and its Management Method

Nowadays, given the limited government funding in financing the projects of the ICT sector, the use of public private partnership can be very promising. Also, given the large budgets and the long time spent on these projects, achieving the main goals of the project and  success in these projects are very important. On one hand, because publicprivate partnership projects in the ICT sector may face a variety of risks during their lives that affect the main objectives of the project, identifying and assessing the nature of the risks seems necessary. In this paper, after explaining the features of these contracts and the risks involved in using them, has tried to discuss the risks of using public private partnership contracts in the IT sector and how these risks are managed.
