الگوی تصمیم‌ گیری فرا سرزمینی نهاد مرجعیت؛ بنیادهای نظری و قواعد عملی

روابط بین‌الملل به‌عنوان حوزۀ ارتباطات جهانی، به محیط عملیاتی تعاملات بازیگران بین‌المللی اطلاق می‌شود. شناخت مبانی رفتاری این بازیگران، به درک درستِ کنش‌ها و بازی آن‌ها کمک می‌کند؛ به‌گونه‌ای که بدون این شناخت، تبیین و تحلیل صحیح رفتار آنان ممکن نخواهد بود. امروزه افزایش شمار بازیگران بین‌المللی و شمول کنشگران متکثر غیردولتی در این دامنه، اهمیت مطالعۀ آنها را دوچندان کرده است. فهم کنش‌های نهاد مرجعیت شیعه نیز به‌عنوان یکی از این کنشگران، از قاعدۀ یادشده مستثنا نیست. این امر، مسئلۀ محوری و مبنای شکل‌گیری پرسش این نوشتار بوده است که الگوی تصمیم‌گیری فراسرزمینی نهاد مرجعیت، از چه بنیادهای نظری و قواعد عملی بهره جسته و چگونه قادر است هم‌زمان با حفظ اهداف و وظایف دینی، نیازهای عینی را تامین سازد؟ «نظام منطقی تکلیف» و «عقلانیت تکلیف مدار»، مبنای اصلی الگوی تصمیم‌گیری نهاد مرجعیت است که بر اساس الگویی چندوجهی و چندمرحله‌ایِ مبتنی بر بهره‌گیری از منابع اجتهاد، قواعد اساسی و رعایت مصالح عینی عمل می‌کند.

Understanding behavioral principles of these actors lead to right understanding of their actions and playing. So, without this understanding, explaining and analyzing of their behavior is impossible. Nowadays, increasing the number of international actors and inclusion of various nongovernmental actors has doubled the importance of their study. Understanding the actions of Shia Marjai’ah institution – as one of these actors – is not excluded. This forms the central issue and the basis of the formation of the question of this article: What is the TransTerrestrial Decisionmaking Pattern of Marjai’ah Institution and what are its theoretical foundations and practical rules. How it manages to provide objective needs and at the same time maintains religious goals and duties? “The rationale of the assignment” as well as “assignment based rationality”, forms the main structure of decisionmaking pattern of Marjai’ah Institution that is based on multidimensional and multistage model that enjoys the sources of Ijtihad (Marja’iah), the basic rules and observance of objective materials.
