مطالعه عوامل پیشران و بازیگران موثر در تحولات آینده آموزش زبان‌های قومی و محلی در ایران

سیاست‌گذاری در مورد آموزش زبان‌های قومی و محلی مانند هر موضوع دیگری نمی‌تواند تنها با تکیه‌بر رهنمودهای ارزشی و هنجاری و بدون توجه به شرایط محیطی و ملاحظات راهبردی باشد. برای این منظور پژوهشی باهدف شناسایی عوامل پیشران و بازیگران تاثیرگذار در موضوع آموزش زبان‌های قومی و محلی در ایران صورت گرفت. برای شناسایی عوامل پیشران از روش «تحلیل اثرات متقابل» با استفاده از نرم‌افزار میک‌مک و برای «تحلیل بازیگران» از نرم‌افزار مکتور بهره جستیم. به‌عنوان مهم‌ترین نتایج: برای پیشگیری از فروافتادن گروه مهم «فعال قومی» در ائتلاف مخالفان نظام سیاسی؛ برای تداوم همراهی گروه «همگرای خواهان افزایش سهم قومی»؛ و همچنین برای خنثی نمودن عوامل «ملت‌سازی قومی» و «واگرایی قومی»، پیشنهاد می‌شود سیاستگذار بی‌عملی نسبی خود در موضوع آموزش زبان‌های قومی و محلی را کنار گذاشته و با اقدامی سنجیده کنترل میدان را به‌دست بگیرد. لیکن برنامه آموزشی زبان و ادبیات قومی و محلی به‌هیچ‌عنوان نباید واجد ویژگی‌های «فراگیری» و «معیارسازی» که مطالبه اصلی «مبارزان قومی» با هدف ملت‌سازی است، باشد. در مقابل برنامه آموزشی مطلوب می‌بایست «نخبه‌گرایانه»، با هدف شناسایی و شکوفا نمودن استعدادها و ناظر به حفظ گونه‌های مختلف زبان‌های بومی به‌عنوان میراث زبانی کشور و به دور از تاثیرپذیری از گونه‌های خارجی باشد.

the study of driving factors and effective actors in the future changes of teaching ethnic and local languages in iran

policy-making on the teaching of ethnic and local languages, like any other issue, cannot be based only on value and normative guidelines and without considering the requirements of the environment and strategic considerations. for this purpose, a research was conducted with the aim of identifying the driver factors and influential actors in the issue of teaching ethnic and local languages in iran. in order to identify the driver factors, we used the method of “cross impact analysis”  using micmac software, and for &actor analysis& we used mactor software. as the most important results: to prevent the important group of ðnic activists& from falling into the coalition of opponents of the political system; to continue the alliance with&convergents who want to increase the ethnic share and also, in order to neutralize the factors of ðnic nation-building& and ðnic divergence&, it is suggested that the policymaker should put aside his relative inaction in the issue of teaching ethnic and local languages and take control of the field with a deliberate action. however, the educational program of ethnic and local language and literature should not have the characteristics of &public& and &standardization& which is the main demand of ðnic fighters& with the aim of nation building. on the other hand, the desired educational program should be &elitist&, with the aim of identifying and flourishing talents and considering the preservation of different varieties of native languages as the linguistic heritage of the country and away from being influenced by foreign varieties.
