تحلیل عوامل موثر بر سطح مشارکت جامعه در مدیریت بحران کووید-19

زمینه و هدف: با توجه به شیوع بالای کووید-19 در ایران و خصوصا استان مازندران، استراتژی کلیدی جهت مدیریت بحران مذکور، مشارکت شهروندان در ابعاد مختلف می باشد. لذا مطالعه حاضر با هدف شناسایی و تحلیل عوامل موثر بر سطح مشارکت جامعه در مدیریت بحران کووید-19 انجام شد که می تواند نقشه راهی برای برنامه ریزی های آتی در مدیریت بحران های مشابه باشد.مواد و روش ها: مطالعه حاضر با رویکرد کیفی با استفاده از تحلیل محتوا به روش قراردادی در استان مازندران صورت گرفته است. داده‌ها از طریق مصاحبه عمیق نیمه ساختار‌یافته با 34 مشارکت‌کننده مازندرانی (18 زن و 16 مرد) به روش نمونه‌گیری هدفمند، جمع‌آوری و به طور هم‌زمان تحلیل شد.یافته ها: تحلیل داده ها منجر به استخراج تعداد 573 کد اولیه گردید؛ که در سه مضمون اصلی قرار گرفتند که شامل: باورها و نگرش با مضمون‌های فرعی تهدید درک شده، ترس و اضطراب درک شده وخودکارآمدی درک شده، مضمون اصلی پیشران-ها/تسهیل کننده ها با مضمون‌های فرعی اطلاع رسانی، فرهنگ سازی و شبکه سازی، ظرفیت سازی/ کنش های جهادی و داوطلبانه، هماهنگی بین بخشی، اعتماد اجتماعی، مسئولیت پذیری اجتماعی، تاب آوری اجتماعی، سیاست های جبرانی/مالی دولت و استراتژی های تغییر فرایندها و سیاست ها در مدیریت بحران و مضمون اصلی بازدارنده ها و چالش های مشارکت جامعه با مضمون‌های فرعی چالش های روانشناختی، چالش های اجتماعی/ فرهنگی، چالش های اقتصادی، چالش های سلامتی و چالش های مدیریتی کشف شدند.نتیجه گیری: مضامین کشف‌شده بر اساس دیدگاه شهروندان مازندرانی، اطلاعات مفیدی در خصوص مولفه های اثرگذار بر سطح مشارکت جامعه در مدیریت بحران کووید-19به دست آورد که می‌تواند در برنامه‌ریزی‌ها و اقدامات پیشگیرانه مورد توجه قرار گیرد.

background and object: considering the high prevalence of covid-19 in the iran and generally in mazandaran province, the most important strategy for managing the crisis is the participation of citizens in different dimensions. therefore, the present study was conducted with the aim of identifying and analyzing the factors affecting the level of community participation in the management of the covid-19 crisis, which can be a road map for future planning in managing similar crises.materials and methods: the present study was performed with a qualitative approach using content analysis by the conventional method in mazandaran province. the data were collected through in depth semi structured interviews with 34 participants through a purposeful sampling method and analyzed simultaneously.results: from data analysis, 3 main themes including 1) beliefs and attitudes with 3 sub-themes of perceived threat, perceived fear and anxiety, and perceived self-efficacy, 2) the main theme of drivers/facilitators with 9 sub-themes of informing, culture building and networking, capacity building/ jihadi and voluntary actions, inter-sectoral coordination, social trust, social responsibility, social resilience, compensatory/financial policies of the government and strategies for changing processes and policies in crisis management, and 3) and the main theme of barriers and challenges of community participation with 5 sub-themes of psychological challenges, social/cultural challenges, economic challenges, health challenges and management challenges is extracted.conclusion: the themes discovered based on the viewpoints of the mazandarani citizens obtained valuable information about the factors affecting the level of community participation in the management of the covid-19 crisis, which can be taken into account in planning and preventive measures.
