تجزیه وتحلیل نقاط اهرمی الگوی پویایی سیستم کیفیِ حکمرانی منابع آب (مطالعه موردی: حوضه قرنقو)

مسائل مربوط به منابع مشترک از جمله منابع آب، به دلیل خصوصیت ذاتی این منابع و همچنین تعدد و تنوع ابعاد مربوط به مسائل آب، بسیار پیچیده است. در مطالعه حاضر به منظور تجزیه‌ و تحلیل الگوی حکمرانی منابع آب طراحی شده، شناسایی سازوکارهای موجود در الگو و ارائه پیشنهادهای سیاست‌‌گذاری در قالب اقدامات مداخله‌‌ای انجام شده است. در این مطالعه 13 سازوکار در قالب پنج نوع از سازوکارهای معرفی شده در ادبیات تحقیق شامل محدودیت رشد، راه‌‌حل‌‌هایی که شکست می‌‌خورند، جابه‌‌جایی مرز مشکل، تهدید و تشدید و نیز موفقیت در پی موفقیت شناسایی و مورد تجزیه و تحلیل قرار گرفته است. نقاط اهرمی (lp) شناسایی شده در الگوی طراحی شده نیز شامل برداشت از منابع آب، ظرفیت سازگاری، ظرفیت گفتمان‌‌سازی، ظرفیت توانمندسازی، تحقیق و توسعه، قوانین و مقررات، ساختار اختیار و مسئولیت، مشارکت، وابستگی به آب، وابستگی به دولت، آموزش، قواعد و الگوی کشت هستند که اصلاح الگوی حکمرانی از طریق ایجاد تغییر در آن‌ها امکان‌‌پذیر است. سپس، نقاط اهرمی شناسایی شده با استفاده از سطوح مداخله‌‌ای دوازده‌‌گانه ارائه شده توسط meadows (1999) و نمودار ساعت ارائه شده توسط abson et al. (2017)، از لحاظ میزان تاثیرگذاری، تجزیه و تحلیل شد. در این مطالعه علاوه بر اقدامات مداخله‌‌ای مطرح شده، پیشنهاد شد به منظور اجتناب از افتادن در دام اقدامات مقطعی، اقدامات مداخله‌‌ای در دو سطح طراحی و اجرا شود: در سطح اول اقدامات جامع و بلندمدت و در سطح دو، اقدامات کوتاه‌‌مدت در جهت تسهیل شرایط اجرای برنامه‌ بلندمدت، طراحی و اجرا شود.

analyzing the leverage points of qualitative system dynamic model of water governance (case study: qarranqu basin)

issues related to water resources are complex due to two main reasons. first is the inherent nature of these resources in that they are exhaustible while it is difficult to limit the use of them. the second reason is the multiplicity and variety of dimensions related to water issues. in this study, in order to analyze the water resources governance model, the archetypes in the model were identified and intervention policies were presented. in this study 13 archetypes are identified and analyzed in the form of five types introduced in the research literature, including limits to growth, fixes that fail, shifting the burden, escalation, and success to the successful. then the leverage points identified using the twelve intervention levels provided by meadows (1999) and the hour chart provided by abson et al. (2017) were analyzed in terms of the level of influence. in this study, in addition to the proposed intervention measures, it was suggested to design and implement intervention measures at two levels in order to avoid falling into the trap of partial measures. at the first level comprehensive and long-term measures and at the second level short measures should be designed and implemented to facilitate the implementation of the long-term program.
