بررسی عملکرد بلدیه در دورﮤ پهلوی اول، نمونه ‌پژوهی شیراز

بلدیه آﻳﻴﻨﮥ تمام‌نمای آمال و خواست‌های محلی به شمار می‌رفت. ساﺑﻘﮥ شکل‌گیری بلدیه در ایران به دوران پیش از مشروطیت و عصر ناصری بازمی‌گشت. بااین‌حال، شکل‌گیری بلدﻳﮥ شیراز به‌صورت رسمی به سال 1286ش/1907م بازمی‌گردد. در دوران قاجار بلدیه شیراز اسمی بی‌مسما بود که فراتر از تنویر و تنظیف، آن هم به‌صورت ناقص، کاری انجام نداد. شیراز شهری سنتی بود که کوچه‌هایی تنگ و باریک داشت و در شب نیز اثری از روشنایی در آنها نبود. در دوران پهلوی اول، بلدیه‌ها دچار تحولاتی شدند و گام‌هایی روبه‌جلو برداشتند. این مقاله با رویکرد تحلیلی و با تکیه‌بر منابع دسته اول همچون مطبوعات و اسناد انتشارنیافته سازمان اسناد ملی واحد فارس، تاثیر تحولات صورت‌گرفته در بلدیه شیراز را بررسی کرده است. پرسش اصلی پژوهش این است که مهم‌ترین مشکلات و موانع خدمات شهری در شیراز چه بود؟ در این پژوهش، سه دسته مشکلات شناسایی شده است. فرضیه اصلی در خط سیر پژوهش به این صورت در گزارﮤ ذیل خلاصه می‌شود: مولفه‌های امتناع گسترش خدمات شهری بلدیه شیراز به عناصر محلی و مالی مربوط بود. یافته‌های پژوهش حاکی از آن است که باوجود بهبود تدریجی در عملکرد بلدیه، کمبود منابع مالی مهم‌ترین مشکل بلدیه شیراز در دوران پهلوی اول بود.

Baladieh’s (Municipality) Performance during the First Pahlavi period: A Case Study of Shiraz

Baladieh is a reflection of local people’s hopes and demands. The formation of Baladieh in Iran dates back to the preConstitution era and the reign of Naser alDin Shah. Nevertheless, formal establishment of the Baladieh of Shiraz is recorded in 1286 AH/ 1907 AD. The Baladieh of Shiraz was no more than an empty title during the Qajar era which had not achieved anything beyond partial cleaning and lighting of the city. Shiraz was a traditional city with narrow alleyways which were pitchdark at night. During the Pahlavi I period, Baladieh underwent certain improvements and a few steps were taken forward. This paper, based on an analytical approach and relying on firstclass sources such as the press and unpublished documents of the National Organization of the Fars Foundation, studies the effects of changes in the Baladieh of Shiraz. The central question of the study is: what were the most important obstacles and problems of urban services in Shiraz? Three categorizes of problems were identified in this study. The main hypothesis throughout the research can be summarized as: financial and local factors were hindering the development of urban services in Shiraz. The findings of this research indicate that, despite the gradual improvement in Baladiah's performance, the lack of financial resources was the most important problem of Baladieh of Shiraz during the first Pahlavi era.
