طراحی نظام دیده بانی سلامت جمهوری اسلامی ایران

مقدمه: نظام های دیده بانی سلامت رصد و تحلیل منظم و مستمر مسائل بهداشتی، هماهنگی مجموعه های تولید کننده اطلاعات و اطمینان از کاربست آنها را انجام می دهد. هدایت راهبردی به سوی چشم انداز 1404در ایران نیازمند اطلاعات مانع، جامع و به موقع است. مطابق قوانین برنامه های پنج ساله پنجم و ششم توسعه کشور و ویژگی های اصیل نظام سیاست گذاری سلامت ،طراحی نظام دیده بانی سلامت ضروری است. این مطالعه با هدف طراحی نظام دیده بانی سلامت ایران انجام شد.مواد و روش کار: یک مطالعه طراحی سیستم در سه مرحله انجام شد. ابتدا با مرور تجربیات سایر کشورها، تاریخچه موضوع در کشور، اسناد بالادستی، تحلیل وضعیت موجود تولید و مدیریت اطلاعات سلامت و مطالعه بسترهای استقرار نظام دیده بانی، اصولی برای طراحی این نظام تدوین شد. سپس برپایه این اصول نظام نامه دیده بانی پیش نویس و در سه مرحله از خبرگان مطلع و نمایندگان متولی در تولید داده ها و اطلاعات سلامت با استفاده از پرسشنامه کتبی و بحث گروهی متمرکز نظرخواهی و نهایی شد.یافته ها: اصول مدل دیده بانی، کارکردهای دیده بانی، انواع شیوه های گزارش دهی، خروجی ها و ارزش افزوده، محصولات نظام دیده بانی، ارکان اصلی دیده بانی، فرایندها، روال ها و استانداردها، منابع مالی، امنیت اطلاعات و ضمانت اجرایی و انگیزش مورد نیاز در نظام دیده بانی سلامت طراحی گردید که قابل ابلاغ و استقرار در یکی از واحدهای سازمانی است.نتیجه گیری: نظام طراحی شده با تصویب در شورای عالی سلامت و امنیت غذایی می تواند منجر به اخذ ردیف بودجه پیمایش های ملی در مجلس یا سازمان برنامه گردیده و استقرار آن در یکی از دانشگاه ها یا ستاد وزارت بهداشت تسهیل گردد.

Designing a health observatory system for the Islamic Republic of Iran

Objective (s): Health surveillance systems provide regular and continuous monitoring and analysis of health issues, coordination of information production collections and ensuring the use of information. Strategic guidance to the (2025) prospect requires precise, comprehensive and timely information. According to the rules of the fifth and sixth fiveyear development plans of the I.R. of Iran and the original features of the health policy system, it is necessary to design a health monitoring system. This study aimed to design a health observatory system in Iran.Methods: This was a system design study. Initially, the principles for designing this system were formulated by reviewing the experiences of other countries, the history of the subject in the country, documents, analyzing the status of production and managing health information, and studying the platforms for deploying the observatory system. Then, prepared draft was reviewed and finalized in three stages by experts, and representatives of data and information producers using a written letter and a focused group discussion.Results: In this proposed model, principles of observatory system, observation functions, types of reporting methods, added outputs and value, observatory system products, main dimensions of observatory system, processes, procedures and standards, financial resources, information security and executive guarantee was considered that can be implemented and deployed in one of the organizational units.Conclusion: The system designed with the approval of the High Council of Health and Food Security can lead to obtaining the budget line of national surveys in the parliament or the program organization and facilitate its establishment in one of the universities or the headquarters of the Ministry of Health.
