چکیده
|
بحرانهای ژئوپلیتیکی تابعی از معادله رقابت سیاسی بازیگران نوظهور و تغییر در موازنه قدرت میباشد. خاورمیانه در زمره مناطقی محسوب میشود که اولاً دچار چالشهای سیاستگذاری امنیتی بوده، ثانیاً با نشانههایی از بحرانهای تصاعدیابنده ژئوپلیتیکی روبهرو گردیده و نکته سوم آنکه در گذر زمان زمینه برای ظهور نخبگان رایکال نیز بهوجود آمده است. هر یک از مولفههای یادشده را میتوان در زمره چالشهای اصلی سیاستگذاری امنیت منطقهای در خاورمیانه دانست. ساخت اجتماعی و الگوی کنش نخبگان نقش موثری در روند سیاستگذاری دارد. هر گونه سیاستگذاری راهبردی و امنیت منطقهای ماهیت زمینهای داشته و تابعی از شکلبندیهای ساختار محیطی و الگوی کنش کارگزاران میباشد. سیاستگذاری امنیت منطقهای خاورمیانه به این دلیل با چالشهای پایانناپذیر روبرو میباشد که اولاً دارای محیط آشوبزده بوده، ثانیاً بر اساس نشانههایی از کنش رادیکال کارگزاران قرار دارد و نکته سوم آنکه تحت تاثیر مداخله قدرتهای بزرگ و ائتلاف منطقهای آنان میباشد. این مقاله با ماهیت بنیادی و با بهرهگیری از رهیافت هویت و ساختار باری بوزان با استفاده از روششناسی تحلیل دادهها و تحلیل محتوی داده های در دسترس در پی پاسخ به این سوال می باشد: «سیاستگذاری امنیت منطقهای خاورمیانه برای ثبات و موازنه دارای چه نشانههایی بوده و چه عواملی منجر به تداوم بحرانهای منطقهای خاورمیانه گردیده است؟» نتایج نشان می دهد که درک واقعیتهای محیط منطقهای خاورمیانه بر اساس الگوی کنش کارگزاران حاصل میشود. سیاستگذاری امنیتی در محیط آشوبزده ماهیت تاکتیکی خواهد داشت. معادله قدرت و بحرانهای منطقهای را باید بهعنوان چالش پایانناپذیر سیاستهای امنیتی در خاورمیانه دانست.

Abstract
|
extended abstractintroductionany regional security policy is a function of geopolitical formulations and decision-making patterns. the regional security policy of the middle east is based on two basic indicators: the radical elite and the chaotic environment.geopolitical crises are a function of the political rivalry equation of newly emerging players and a shift in the power balance. the middle east is among the regions which are firstly faced with security policymaking challenges, secondly faced with signs of escalating geopolitical crises, and thirdly, has prepared the ground for the emergence of the radical elite. each of such components can be considered as being among the principal challenges of regional security policymaking in the middle east. the social structure and the pattern of the elite’s action play an effective role in the process of policymaking. any strategic and regional security policy is of a contextual nature and is governed by formations of the environmental structure and the actors’ pattern of action. the mideast regional security policymaking has been faced with unending challenges due to a number of reasons: first, it has a turbulent environment, second, it is based on the signs of the radical actions of the players, and third, it is affected by the interference of great powers and their regional coalitions.the research main questions are: ’what are the signs of regional security policy in the middle east for stability and balance, and what factors have led to the continuation of regional crises in the middle east?’ to effectively manage the crisis, regional governments must engage in constructive cooperation policies.methodologythe main question raised by this paper is “what are the signs of the middle east regional security policy for stability and balance, and what factors have led to the persistence of regional crises in the middle east?” the hypothesis of the paper emphasizes that “the radical elite, the geopolitics of the turbulent region, and rapid changes in the power balance of regional players serve as the principal causes on the persistence of crises, and the regional states need to benefit from the constructive cooperation policy for the purpose of crises management.” the present paper uses the barry buzan identity and structure approach. buzan points out that in the post-cold war years the ground has been prepared for the emergence of identity forces and players which is considered as the cause of expansion of the regional crisis. the data analysis and content analysis methodology was used in the process of compiling this paper.findingsthe challenges of security policy in the era of geopolitical crises can be categorized as follows:regional security policy in the geopolitics of chaos that is associated with the nature of the actors ’ actions in a chaotic environment;the escalating crises in the troubled region;identity groups in the troubled area;reproduction of the balance of power in the turbulent region;radical elites and power politics in the turbulent region;radicalism in the thought and strategic action of authoritarian leaders;the authoritarian elite and the turbulent region;the role of the resistance in the chaotic region;political instability and lack of institutional shaping;regional wars and the reproduction of political instability in the middle east;unstable political institutions and strategic instability;geopolitical crises and political instability.resultsthe results showed that the perception of the realities of the regional environment of the middle east is based on the pattern of action of the agents. security policy in a chaotic environment will be tactical in nature. the power equation and regional crises should be seen as the endless challenge of security policies in the middle east.
