بررسی مقایسه‌ای بهره‌وری دانشگاه‌های جامع دولتی شهر تهران و سایر استان‌ها مبتنی بر مدل‌های ccr وbcc

هدف: بهره‌وری، یکی از مولفه‌های بنیادین عملکرد سازمانی در محیط رقابتی امروز است و نقش حیاتی در تداوم و بقای سازمان‌ها ایفا می‌کند. دانشگاه‌ها به‌عنوان نهادهای پیشروی علمی، جایگاهی کلیدی در توسعه کشور داشته و ارتقای بهره‌وری در آن‌ها از اهمیت ویژه‌ای برخوردار است. هدف پژوهش حاضر، بررسی شکاف بهره‌وری دانشگاه‌های جامع دولتی شهر تهران و دیگر استان‌های کشور است.روش:  برای دستیابی به این هدف با بهره‌گیری از روش تحلیل پوششی داده‌ها (dea) در دو مدل ccr و bcc با استفاده از 19 شاخص ورودی و 63 شاخص خروجی، بهره‌وری دانشگاه‌ها ارزیابی شده است.یافته‌ها: یافته‌ها نشان می‌دهند میانگین کارایی فنی دانشگاه‌های شهر تهران، هم در مدل (0.73) ccr و هم در مدل (0.71) bcc، به‌مراتب بالاتر از دانشگاه‌های سایر استان‌ها است (به ترتیب 0.44 و 0.52). همچنین نتایج آمار توصیفی نیز این تفاوت معنادار میان دو گروه را مورد تایید قرار می‌دهد. این تفاوت نشان می‌دهد که دانشگاه‌های تهران، به دلیل بهره‌گیری موثرتر از منابع و دسترسی به زیرساخت‌های پژوهشی، در تولید خروجی‌های آموزشی، پژوهشی و فناورانه عملکرد بهتری دارند.نتیجه‌گیری: نتایج حاکی از آن است که دانشگاه‌های بزرگ‌تر (با بیش از 15 هزار دانشجو) از بهره‌وری بالاتری برخوردارند، اما اندازه به‌تنهایی تضمین‌کننده کارایی نیست و مدیریت بهینه منابع نیز نقش تعیین‌کننده‌ای دارد؛ بنابراین، در تحلیل بهره‌وری دانشگاه‌ها، باید به شکاف منطقه‌ای و راهکارهای پیشنهادی پژوهش حاضر توجه جدی شود.

a comparative analysis of the productivity of comprehensive state universities in tehran and in other provinces based on ccr and bcc models article

objective: productivity is a fundamental component of organizational performance in today’s competitive environment and plays a vital role in the continuity and survival of organizations. universities, as leading scientific institutions, have a key position in the development of the country and improving their productivity is of particular importance. the goal is to evaluate and compare the productivity of comprehensive public universities in tehran and other provinces of iran.methodology: to achieve this goal, the performance of universities was assessed using data envelopment analysis (dea), specifically the ccr and bcc models, with 19 input indicators and 63 output indicators.findings: the findings show that the average technical efficiency of tehran universities, both in the ccr model (0.73) and the bcc model (0.71), is much higher than that of universities in other provinces (0.44 and 0.52). the results of descriptive statistics also confirm this significant difference between the two groups. this difference indicates that tehran universities perform better in producing educational, research, and technological outputs due to more effective use of resources and access to research infrastructure.conclusion: the findings indicate that larger universities (with over 15,000 students) have higher productivity, but size alone does not guarantee efficiency. optimal resource management also plays a decisive role. therefore, when analyzing university productivity, serious attention should be paid to the regional gap and the solutions proposed in this research.
