الگوهای حکمرانی آموزش عالی در تجارب جهانی: مرور واقعیت‌ها در آینه پژوهش‌ها

هدف: در قرن بیست‌ویک، همگام با نیازهای جدید جامعه، دانشگاه نیز بایستی به خواسته ها و انتظارات مختلف پاسخ دهد و خود را با آن ها همگام سازد. همین حرکت آگاهانه، سبب تغییر در اهداف نهاد مذکور شده است و برای رسیدن به آن، به فرآیندهای حکمرانی جدید تن می دهد. هدف این پژوهش احصاء تجربه کشورهای مختلف در حکمرانی آموزش عالی بوده و در این راستا، سعی شد تا از دل این تجارب، الگوهای غالب برای حکمرانی در آموزش عالی شناسایی گردد.روش: پژوهش حاضر مبتنی بر رویکرد توصیفی تحلیلی و با استفاده از روش مطالعه اسنادی کتابخانه ای صورت گرفت. در این راستا با بهره گیری از روش مرور روایتی، اسناد علمی در پایگاه های اطلاعاتی گوگل اسکالر، سایتس دایرکت و وایلی مورد بررسی قرار گرفت. با بررسی مطالعات علمی درباره موضوع موردنظر، 238 سند شناسایی شد. سپس 87 منبع بر اساس چکیده گزینش گردید که از این تعداد در نهایت 54 سند به صورت هدفمند و به ‌عنوان نمونه پژوهش انتخاب و به روش تحلیل تفسیری مورد واکاوی قرار گرفت.یافته ها و نتیجه گیری: در نتیجه تحلیل محتوای تجارب حکمرانی در آموزش عالی چهار مقوله اصلی استخراج شد: الگو های حکمرانی دانشگاهی در تجارب جهانی (الگو های دولت محور، خودراهبری دانشگاهی و بازار محور)، عوامل موثر بر حکمرانی آموزش عالی (عوامل زمینه ساز بر شکل گیری حکمرانی دانشگاه ها، عوامل مداخله گر در حکمرانی دانشگاه ها)، نتایج و پیامدهای حکمرانی در آموزش عالی (پیامدهای فردی، محیطی، سازمانی) و دانشجویان در حکمرانی آموزش‌عالی (حوزه های مشارکت دانشجویان و سطوح مشارکت دانشجویان). نتایج حاصل از تحلیل پژوهش‌های مرورشده نشان داد که در قاره آسیا می‌توان شاهد حکمرانی دولت ملی بود؛ به‌طوری‌که در این قاره، الگو های بروکراتیک و سیاسی در اداره دانشگاه ها بیشتر مشهود است و لایه هایی از حمایت بازار نیز دیده می شود. در قاره اروپا به دلیل پیشگامی در این حوزه، الگوی خودراهبری جاری و ساری است. همچنین براساس بررسی مطالعات، کشورهای آفریقایی از الگوی کنترل دولت به سمت الگوی تحت نظارت دولت حرکت کرده‌اند. 

governance models of higher education in global experiences: reviewing the facts in the mirror of researches

purpose: in the 21st century, along with the new needs of society, the university must respond to different demands and expectations and the university should coordinate with them. this conscious move has caused a change in the goals of the mentioned institution, and to achieve it, it gives in to new governance processes. in this article, an image of the published articles in higher education governance was presented.methodology: the current research was conducted using a descriptive analytical approach and using the document library study method. in this regard, using the narrative review method, scientific documents in the google scholar, science direct, and wiley databases were examined between 2004 and 2023. by examining scientific studies on the subject, 238 documents were identified. then, 87 sources were selected based on the abstract, of which 54 documents were selected purposefully as a research sample and were analyzed via interpretive analysis method.findings and conclusions: the content analysis of governance experiences in higher education can be divided into four categories, university governance models in global experiences (government centered, academic self governance, and market centered models), factors affecting the governance of higher education (factors underlying the formation of university governance, intervening factors in university governance), results and consequences of governance in higher education (individual, environmental, organizational consequences), and students in the governance of higher education (areas of student participation and their participation levels). the analysis of the reviewed studies showed that in asia, we can witness the rule of the national government. therefore, in this continent, bureaucratic and political models are more evident in the administration of universities, and layers of market support are also seen. in the european continent, the self governance model was seen, and in africa the countries have moved from the government controlled model to the government supervised model.
