آسیب ‌شناسی آیین ‌نامۀ ارتقاء مرتبۀ اعضای هیئت ‌علمی از دیدگاه خبرگان علوم انسانی

هدف: نحوۀ جبران خدمات و ارتقاء درجۀ علمی اعضای هیئت‌علمی به‌ عنوان مهم‌ترین نهاده در فرایند تولید دانش و فناوری همواره در کانون توجه دست‌اندرکاران امر بوده است. دانشگاه‌های ایرانی نیز از این قاعده مستثنا نبوده و آیین‌نامه‌هایی برای ارتقاء اعضای هیئت‌علمی آن‌ها تصویب و برای اجرا ابلاغ شده است. آخرین آیین‌نامۀ موجود در این زمینه مصوب سال 1394 بوده و از مهر 1395 اجرای آن الزامی شده است. هدف پژوهش حاضر آسیب‌شناسی آیین‌نامۀ ارتقاء مرتبۀ اعضای هیئت‌علمی بر اساس دیدگاه و تجارب خبرگان حوزۀ علوم انسانی بوده است. روش‌شناسی: رویکرد پژوهش، کیفی بوده است و از ابزار مصاحبۀ نیمه ساختاریافته شامل 4 سوال استفاده شده است. جامعۀ آماری پژوهش، خبرگان حوزۀ علوم انسانی شاغل در واحدهای مختلف آموزشی و پژوهشی دانشگاه شهید بهشتی بوده‌اند که دست‌کم بیش از 5 سال سابقه مدیریت اجرایی در دانشگاه داشته‌اند. انتخاب نمونه به روش هدفمند و تا رسیدن به اشباع نظری انجام شده است؛ درنهایت 25 نفر در پژوهش مشارکت نمودند. کدگذاری داده‌ها با استفاده از نظریه داده بنیاد در سه مرحله به اجرا درآمد. یافته‌ها: یافته‌های پژوهش نشان داد 381 مفهوم اولیه (کد باز)، 117 کد محوری و 15 کد انتخابی (بعد) استخراج شده است. ابعاد به‌دست‌آمده از مسئله شامل 2 الگو می‌باشد الگوی اول شامل 10 مقوله انتخابی در حیطه آسیب‌شناسی آیین‌نامه ارتقاء مرتبه اعضای هیئت‌علمی در حوزه علوم انسانی و چالش‌های آن بوده است و الگوی دوم با محوریت ارائه راهکارهای اصلاح آیین‌نامه ارتقاء مرتبه اعضای هیئت‌علمی شامل 5 مقوله انتخابی بوده است. نتیجه‌گیری: از تحلیل وضعیت موجود آیین‌نامه ارتقاء چنین برمی‌آید که یکسان‌نگری به آیین‌نامه ارتقاء و چیرگی رویکرد کمّی و بوروکراتیک از عمده نقاط ضعف این آیین‌نامه به شمار می‌رود؛ لذا به دلیل وجود حوزه‌های مختلف علوم، اصلاح و بازنگری در محتوای کنونی آیین‌نامه ارتقاء نمی‌تواند اثربخشی لازم را برای حوزۀ علوم انسانی در مقایسه با سایر حوزه‌ها (به‌ویژه علوم پایه و مهندسی) در دانشگاه‌ها و نظام آموزش عالی در جهت پاسخ به نیازهای جامعه داشته باشد؛ بنابراین پیشنهاد می‌شود تدوین آیین‌نامه‌های متفاوت و متناسب با حوزه‌های مختلف علوم مورد توجه قرار گیرد. 

pathology of the regulations for promotion of faculty members from the humanities experts point of view

objective: how to compensate for the services and promote the scientific level of academic staff as the most important input in the process of knowledge and technology production has always been in the focus of attention of those involved. iranian universities are no exception to this rule, and regulations for the promotion of their faculty members have been approved and announced for implementation. the last regulation in this field was approved in 2014 and its implementation has become mandatory since 2015. the aim of the present research was to analyze the pathology of the regulations for the promotion of academic staff members based on the views and experiences of experts in the field of humanities.methodology: the research approach was qualitative and a semi-structured interview tool including 4 questions was used. the statistical population of the research includes experts in the field of humanities working in various educational and research units of shahid beheshti university, who had at least 5 years of executive management experience in the university. the selection of the sample has been done in a targeted way until reaching theoretical saturation. at the end, 25 people participated in the research. data coding was carried out using foundational data theory in three stages.findings: the research findings showed that 381 primary concepts (open codes), 117 core codes and 15 selective codes (dimensions) were extracted. the dimensions obtained from the problem include 2 models. the first model includes 10 selected categories in the field of pathology of the regulations for the promotion of academic faculty members in the field of human sciences and its challenges, and the second model focuses on providing solutions for the improvement of the regulations for promotion of academic faculty members, including 5 optional categories.discussion and conclusion: analyzing of the current situation of the promotion regulation, it appears that the uniformity of the promotion regulation and the dominance of the quantitative and bureaucratic approaches are among the main weaknesses of this regulation. therefore, due to the existence of different fields of science, the modification and revision of the current content of the promotion regulations cannot achieve the necessary effectiveness for the field of humanities compared to other fields (especially basic sciences and engineering) in universities and in the higher education system in order to respond to the needs of society. therefore, it is suggested that the compilation of different regulations appropriate to different fields of science should be taken into consideration.
