طراحی و اعتباریابی الگوی دانشگاه خدمت محور از منظر خبرگان آموزش عالی

خدمت محوری یک عامل تعیین‌کننده و یک‌جهت گیری استراتژیک برای دانشگاه است که باید متناسب با تغییرات و درک نیاز جامعه باشد. بر این اساس، هدف اصلی پژوهش حاضر تدوین الگویی برای دانشگاه خدمت محور در چارچوب خدمت به جامعه بوده است. این پژوهش با رویکرد کیفی و روش نظریه داده بنیاد انجام شد. نمونه‌گیری با روش هدفمند (از نوع گلوله برفی) انجام‌شده که شامل 15 نفر از خبرگان آموزش عالی بودند. جمع‌آوری داده‌ها از طریق مصاحبه نیمه ساختاریافته و بررسی اسناد بوده و بر مبنای رهیافت نظام‌مند استراوس و کوربین (کدگذاری باز، محوری و انتخابی) تحلیل شدند. اعتبار سنجی از طریق مثلث سازی، بازبینی مشارکت‌کنندگان و خبرگان آموزش عالی صورت گرفت. یافته‌های این پژوهش نشان داد که ابعاد الگوی پارادایمی شامل شرایط علی (نیروی انسانی، شیوه‌های خدمت‌رسانی، فرهنگ دانشگاهی، استقرار نظام تضمین کیفیت خدمات، ساختار دانشگاه، رهبری و مدیریت دانشگاه، منابع مالی مستقل و ویژگی مطالبه گری ذی‌نفعان)، پدیده محوری (دانشگاه خدمت محور)، شرایط زمینه ای (پایبندی به ارزش‌های اخلاقی، بسترسازی و تمهید امکانات، رسالت و ماموریت دانشگاه، چابک سازی، حاکمیت اعتماد جمعی و خودکارمدی جمعی)، شرایط مداخله‌گر (فرهنگ عمومی، عوامل درون دانشگاهی وبرون دانشگاهی)، راهبردها (فرهنگ‌سازی، توسعه تعامل و ارتباطات، حفظ استقلال دانشگاهی و آزادی علمی، توانمندسازی، مدیریت مشارکتی)، پیامدها (ارتقاء کیفیت خدمات، توسعه دانش و آگاهی، توسعه فناوری و مشتری محوری) می‌باشد که بر اساس آن‌ها مدل دانشگاه خدمت محور طراحی و اعتبار یابی شد.

Designing and Validating the Service-Oriented University Model from the Standpoint of Higher Education Experts

Service orientation is a pivotal factor and a strategic direction for the university to keep with changes and perceptions of social needs. Accordingly, the main purpose of this study is to develop a model for the serviceoriented university within the framework of service provision to the community. This research was conducted using a qualitative approach based on the grounded theory method. The sampling was carried out using purposeful (snowball) sampling. The participants consisted of 15 higher education experts. Data collection was conducted using semistructured interviews and document analysis based on Strauss and Corbin ’s systematic approach (open, axial, and selective coding). Triangulation and observation of participants and higher education experts were used for validation. The findings suggested that paradigmatic model dimensions contained causal conditions (human resources service provision methods, university culture, the establishment of service quality guarantee system, quality of services, university structure, leadership and management, independent financial resources, demanding attitude of beneficiaries), axial phenomena (serviceoriented university), contextual conditions (adherence to ethical values, infrastructure building, and facility provision, and mission of the university, agility, sovereignty of collective trust and collective selfefficacy), intervening conditions (public culture, intra and transuniversity factors), strategies (culturebuilding, interaction and communication development, protection of academic independence and academic freedom, empowerment, collaborative management), consequences (service quality improvement, knowledge and awarenessraising, technology and customerorientation development). The universitybased service model was designed and validated based on the above factors.
