بازتعریف رابطه دولت – دانشگاه بر مبنای نظریه کارفرما – کارگزار

یکی از چالش‌های همیشگی پیش‌روی دولت‌ها چگونگی رابطه آن‌ها با دانشگاه‌ها بوده است. نظریه‌های مختلفی در این‌باره طرح شده‌اند، یکی از این نظریه‌ها که نقش آن اخیراً در حوزه آموزش عالی و رابطه دولت و دانشگاه پررنگ شده، نظریه کارفرما – کارگزار است. هدف این مقاله، استفاده از چارچوب نظریه کارفرما – کارگزار برای بازتعریف رابطه دولت و دانشگاه و پی بردن به بینشی که نظریه فوق در این رابطه ایجاد می‌کند، است. از دید این نظریه، مشکلات اصلی در رابطه نمایندگی بین دولت و دانشگاه، اطلاعات نامتقارن و تعارض اهداف است که وجود آن‌ها با هم در رابطه دولت و دانشگاه موجب پیدایش مسئله نمایندگی شده است. این مقاله پژوهشی توصیفی است که با مرور نظام‌مند ادبیات به روش فینک (2014 و 2019)، مهمترین مقالات نظریه نمایندگی در کل و حوزه آموزش عالی به‌طور خاص را مشخص و مرور نموده است (81 سند). یافته این بررسی نشان داد که این نظریه به‌طور نظام‌مند با بررسی کژگزینی و کژمنشی و استفاده از مفاهیم هزینه‌ها و متغیرهای نمایندگی به دولت کمک می‌کند که پیش و پس از برقراری رابطه قراردادی با دانشگاه، هزینه‌ها و قرارداد بهینه را ارزیابی کند. در نتیجه، نظریه کارفرماکارگزار برای گزینش شیوه حکمرانی دولت بر دانشگاه، توضیح یکتایی فراهم می‌آورد و می‌توان از آن برای بازتعریف رابطه دولت دانشگاه استفاده نمود. 

Rediefining the Government-University Relationship using the Principal-Agent Theory

Government–university relationship has always been challenging. Many theories have emerged to explain this relationship. Among them, the principalagent theory (PAT) has mainly developed in recent decades. This research aims to utilize PAT as a theoretical framework to redefine the governmentuniversity relationship to discover the insights agency theory can offer in this context. From the viewpoint of this theory, information asymmetries and goal conflict are the main problems in government–university relationship that coexistence of these problems leads to the agency problem. This study is descriptive research using a systematic literature review (Fink, 2014 & 2018). The most relevant documents in the context of agency theory have been selected and reviewed in general and government university in particular (81 documents). Results show that the theory systematically by examining adverse selection and moral hazard in the context and utilizing agency costs and agency variables allows the government to evaluate costs and optimal contracts in the pre and postcontractual relationship with universities. Finally, this theory provides a unique explanation for the government choice and use of certain governance procedures and it can be used for redefining governmentuniversity relationship.​
