جایگاه تحرک علمی فرامرزی و بین‌المللی در دانشگاه‌های منتخب ایران

حرکت به سمت دانشگاه نوآور و کارآفرین یکی از راهبردهای کلیدی برای ارتقای مسئولیت‌پذیری اجتماعی و پاسخگو کردن دانشگاه و تحقق اهداف تغییر اجتماعی و توسعه پایدار است و دانشگاه کارآفرین یکی از سناریوهای مهم برای مشارکت تاثیرگذار دانشگاه‌ها در فرایند توسعه محلی و ملی و حضور قدرتمند در میدان خلق و انتشار دانش جهانی است. به‌اشتباه، مفهومی که از دانشگاه نوآور و کارآفرین در محافل دانشگاهی برخی کشورها و ایران معرفی می‌شود، دانشگاه به‌مانند یک بنگاه، مشابه با موسسات خدماتی و شرکت‌های دانش‌بنیان است که صرفاً بر کارآفرینی اقتصادی فنی در سطح بنگاه تمرکز داشته و سایر کارکردها نظیر آموزش، پژوهش و تحرک بین‌المللی، اولویت چندانی ندارند. در این پژوهش که بر مبنای «چارچوب راهنمای دانشگاه نوآور و کارآفرین»، الگوی مشترک کمیسیون اروپایی و سازمان همکاری‌های اقتصادی و توسعه، به روش آمیخته شامل تحلیل محتوا، مطالعه موردی و مصاحبه، باهدف ارزیابی وضعیت تحرکات علمی بین‌المللی در چهار دانشگاه ایرانی انجام شده، نشان می‌دهد فعالیت‌های بین‌المللی در دانشگاه کارآفرین می‌تواند دارای جایگاه ویژه‌ای فراتر از تحرکات بین‌المللی دانشگاه‌های نسل اول و دوم باشد. همچنین، در این مقاله با استناد به ارزیابی موقعیت چهار دانشگاه منتخب ایرانی نشان داده شده است که فعالیت‌های بین‌المللی دانشگاه‌ها به‌اندازه کافی نبوده و در فرایند گذار از دانشگاه آموزشی پژوهشی به دانشگاه نوآور و کارآفرین، باید بیش‌ازپیش به تحرکات علمی بین‌المللی اهتمام شود. در این منظر، حرکت به سمت دانشگاه نوآور و کارآفرین بدون همراهی، هم آفرینی و هم‌افزایی فعالیت‌های علمی بین‌المللی و حضور موثر در جامعه جهانی، یک ایده و سناریوی ناتمام و ناقصی است.

The position of cross-border and international academic mobility in the selected Iranian universities

Moving towards the entrepreneurial university is one of the key strategies to promote social responsibility and accountability of the university and achieve the goals of social change and sustainable development, and the entrepreneurial university is one of the important scenarios for effective participation of universities in the local, regional and national development process and strong presence in the field. Creation and dissemination of universal knowledge. Incorrectly, the concept of entrepreneurial university is introduced in the academic circles of some countries and Iran. Research, international mobility, sociocultural development do not have much priority. In this research, which is based on the Guiding Framework of the Entrepreneur University, a joint model of EC and OECD, a mixed method including content analysis, case study and interview, was conducted to assess the status of international scientific movements in four Iranian universities. It shows that international activities in the entrepreneurial university can have a special place beyond the international movements of the first and secondgeneration universities. Also, in this article, citing the evaluation of the situation of four Iranian universities, it is shown that the international activities of universities are not enough and in the process of transition from educationalresearch university to entrepreneurial university, more attention should be paid to international scientific movements. In this perspective, moving towards an entrepreneurial university without the accompaniment and synergy of international activities and effective presence in the international community is an incomplete idea and scenario.
