تحلیل‌ و ارزیابی عوامل موثر بر حکمرانی‌خوب در سازمان بنادر و دریانوردی با استفاده از تکنیک دیمتل فازی

بنادر همواره نقش راهبردی در توسعه تجارت داخلی و بین‌المللی یک کشور ایفاء می‌نمایند، خواه این کشور در حال توسعه باشد یا توسعه‌یافته. بنادر به عنوان پایگاه تجارت دریایی در طول چند دهه اخیر تغییرات زیادی داشته‌اند اما متناسب با این تغییرات، سازمان بنادر و دریانوردی نیز به عنوان متولی اصلی سیاست‌گذاری در حوزه بندری و دریانوردی باید خود را به سرعت با شرایط تطبیق داده و این تطبیق و روند تغییرات و نسل‌های بنادر در کشور می‌بایست به سمت و سوی حکمرانی خوب در سازمان بنادر و دریانوردی منتج شود. پژوهش حاضر از نظر هدف کاربردی و براساس ماهیت و روش، یک پژوهش توصیفی‌ پیمایشی است. این مطالعه، به شناسایی عوامل موثر برحکمرانی خوب در سازمان بنادر و دریانوردی با بررسی جامع و همه جانبه ادبیات موجود مبادرت و سپس با به کارگیری روش دلفی فازی به پالایش مولفه‌ها با استناد به نظرات خبرگان پرداخته و در ادامه با تحلیل روابط بین مولفه‌های حکمرانی خوب با استفاده از تکنیک ‌دیمتل ‌فازی می‌پردازد. یافته‌ها نشان می‌دهند مولفه‌ «مسئولیت‌پذیری» دارای بیشترین تاثیرگذاری، تاثیرپذیری و بیشترین تعامل و ارتباط با دیگر مولفه‌ها در بین سایر مولفه‌های حکمرانی خوب است.

analysis and evaluation of factors affecting good governance in the ports and maritime organization using the fuzzy dematel technique

ports always play a strategic role in the development of a country's domestic and international trade, whether it is developing or developed. ports as a base of maritime trade have changed a lot in recent decades, but in line with these changes, the ports and maritime organization, as the main custodian of port and maritime policy, must adapt quickly, and this adaptation and the process of change in the next generations of ports of the country should lead to good governance in the management of port affairs. the present study is a descriptive‌survey research in terms of applied purpose and based on its nature and method. this study identifies the effective factors on good governance in the ports and maritime organization by comprehensively reviewing the existing literature and then using fuzzy delphi method to refine the components based on the opinions of experts and then analyzing the relationships between the components of good governance using the fuzzy dematel technique. findings show that the component of responsibility has the most impact,influens and most of the interaction and communication with other components is among the other components of good governance.
