آینده‌پژوهی آثار احداث موج‌شکن‌های مردمی بر جوامع پس‌کرانه (مطالعه موردی: شهرستان بندر لنگه)

به‌کارگیری رویکردهای آینده‌نگاری به منظور بررسی آثار احداث موج‌شکن‌های مردمی سواحل جنوبی کشور بر جوامع پس‌کرانه، لزوم توجه به مقولۀ برنامه‌ریزی سناریو را امری ضروری جلوه می‌دهد. سناریونگاری روشی بسیار موثر و مفید برای برنامه‌ریزی میان‌مدت و بلندمدت در شرایط با عدم‌قطعیت است. هدف از این پژوهش، بررسی سناریوهای ممکن به منظور ارتقاء سطح اثرگذاری موج‌شکن‌های مردمی سواحل جنوبی کشور بر جنبه‌های اقتصادی اجتماعی زندگی جوامع پس‌کرانه آنها است. نوع تحقیق بر مبنای هدف کاربردی، از نظر ماهیت و روش توصیفی _تحلیلی، از لحاظ جمع‌آوری اطلاعات و داده‌ها ترکیبی از کتابخانه‌ای و میدانی می‌باشد. به منظور تدوین سناریوها، پرسشنامه‌ای بین نخبگان اجرایی توزیع گردیده است. داده‌های جمع‌آوری شده با استفاده از نرم‌افزارmic-mac تجزیه و تحلیل شده است. براساس نتایج ماتریس اثرات متقابل در نرم‌افزار mic-mac، موقعیت و ویژگی‌های جغرافیایی، بیشترین اثرگذاری و وضعیت پویایی موج‌شکن‌ها، بیشترین تاثیرپذیری را دارد. براساس میزان عدم‌قطعیت، عوامل «کاربری موج‌شکن‌ها»، «نحوه مدیریت موج‌شکن»، «تعامل میان نهادهای ذی‌ربط و بهره‌وران» و« توزیع عادلانه امکانات» به عنوان مهم‌ترین نیروهای پیش‌ران، بر چگونگی بروز آثار احداث موج‌شکن‌ها در آینده نقش‌آفرینی می‌کنند. از تلفیق این محورها چهار سناریو آثار طلایی، آثار نقره‌ای، آثار برنزی و آثار خاکستری تشکیل شد. در سناریو اول که آثار طلایی نامیده می‌شود، عملکرد کارآمد نهادهای مربوطه و ایجاد توازن‌ میان مولفه‌های اجتماعی اقتصادی، باعث رشد و نمو آینده‌ای روشن در جوامع پس‌کرانه موج‌شکن‌ها خواهد شد؛ بهترین آثار احداث موج‌شکن‌ها در سناریوی حیات طلایی ترسیم شده‌است.

Future Study of impact of breakwaters constructions on neighboring community (Case study: Bandar Lenge City)

The use of futuristic approaches in order to study the effects of the construction of breakwaters on neighboring community makes it necessary to pay attention to the issue of scenario planning. Scenario writing is a very effective and useful way to plan for the medium and long term in uncertainty situations. The aim of this study is to investigate possible scenarios in order to improve the impact of breakwaters on the socioeconomic aspects of the life of neighboring community. This is an applied purpose study which is considered an analytical method based on its nature. The required data were obtained through investigation of scientific literature and Field Observations. A questionnaire was distributed among executive officials to compile the scenarios. Collected data was analyzed using MIC-MAC software. According to the Structural analysis of MIC-MAC software, geographical location and its properties has the most impact on dynamics of the breakwaters. Based on uncertainty, the factors use of breakwaters, management of breakwaters, interaction between relevant institutions and beneficiaries and fair distribution of facilities, play an important role in the way that breakwaters affect the neighboring community. The combination of these axes formed four scenarios called gold, silver, bronze and gray. In the first scenario, called the Golden Consequences, the efficient functioning of the relevant institutions and the balance between socioeconomic components will lead to the Develop a brilliant future in neighboring breakwaters communities. The best impact of the construction of breakwaters is described in the Gold scenario.
