ارزیابی روش‌های قیمت‌گذاری تراکم ترافیک در کلان‌شهرهای توریستی (مطالعه موردی: شهر مشهد)

یکی از مناسب ترین شیوه های کنترل تراکم ترافیک در کلان‌شهرها، قیمت گذاری تراکم ترافیک است. قیمت گذاری تراکم ترافیک به روش های مختلفی در کلان‌شهرهای دنیا انجام شده است. انتخاب شیوه مناسب قیمت گذاری تراکم ترافیک در کلان‌شهرهای توریستی اهمیت زیادی دارد.در این تحقیق چهار روش قیمت گذاری تراکم ترافیک با استفاده از فرآیند تحلیل شبکه‌ای (anp) ارزیابی و اولویت بندی شدند. فرآیند تحلیل شبکه‌ای (anp) مبتنی بر نظرات کارشناسان و مقایسات زوجی است و وابستگی های میان عناصر تصمیم را در نظر می‌گیرد. اولویت بندی گزینه های ارزیابی  و وزن دهی به عناصر تصمیم براساس فرآیند تحلیل شبکه‌ای (anp) در این تحقیق، با استفاده از نرم‌افزار super decisions انجام شد. کلان‌شهر توریستی مشهد در این تحقیق به عنوان مطالعه موردی انتخاب و بررسی شد.براساس نتایج بدست آمده، روش قیمت‌گذاری محدوده های تحت نظارت بالاترین اولویت را کسب کرد و روش های قیمت گذاری براساس مسافت طی شده در محدوده طرح ترافیک، قیمت گذاری براساس زمان حضور در محدوده طرح ترافیک و قیمت گذاری برمبنای مجوز ورود به ترتیب در اولویت های بعدی قرار گرفتند. موثرترین معیارهای ارزیابی، شاخص های زمان سفر، کاهش تردد خودروهای تک سرنشین، افزایش استفاده از حمل و نقل عمومی و افزایش سرعت عملکردی شناخته شدند.

Evaluation of Traffic Congestion Pricing Methods in Tourist Metropolises (Case Study: Mashhad City)

One of the most appropriate ways of controlling traffic congestion in metropolises is traffic congestion pricing. Traffic congestion pricing has been done in different ways in the metropolises of the world. Choosing the right method for traffic congestion pricing in tourist metropolises is very important. In this research, four methods for traffic congestion pricing were evaluated and prioritized using the Analytic Network Process (ANP). The Analytic Network Process (ANP) is based on expert opinions and paired comparisons, and considers dependencies among decision elements. The prioritization of evaluation and weighting to decision elements based on the Analytic Network Process (ANP) in this study was done by using “Super Decisions” software. The tourist metropolis of Mashhad was selected as a case study in this research. Based on the obtained results, the pricing method of the monitored ranges is the highest priority and the pricing methods based on the distance traveled within the traffic plan area, the pricing based on the time of the traffic scheduling and pricing based on the entry permit are ranked in next priorities respectively. The most effective evaluation criteria are known as reducing travel time, reducing singleoccupancy vehicle traffic, increasing the using of public transport, and increasing the operational speed.
