بررسی کارایی بخش حمل و نقل ریلی مسافری کشور با استفاده از رهیافت dea

حمل و نقل زمینی از زیر مجموعه فعالیت های حمل و نقل است که تاثیر بسزایی بر روی فعالیت‏ اقتصادی سایر بخش‏ها نیز دارد، به‏طوریکه انجام هرگونه تلاش در جهت افزایش کارایی این بخش موجب افزایش رونق در دیگر فعالیت‏های مرتبط می‏شود. هدف اصلی از این مطالعه، بررسی و سنجش اجزای کارایی بخش حمل و نقل ریلی مسافری در نواحی 14 گانه راه‏آهن کشور طی سال‏های 1386 الی 88 می‏باشد. برای این منظور از روش تحلیل پوششی داده‌ها برای اندازه‏گیری کارایی فنی، مدیریتی و مقیاس در شرایط بازدهی ثابت نسبت به مقیاس تولید، الگوی منتسب به چارز، کوپر، رودز (ccr) و در شرایط بازدهی متغیر نسبت به مقیاس تولید، الگوی منتسب به بنکر، چارز، کوپر (bcc) استفاده شد. بر اساس نتایج حاصله، میزان ناکارایی موجود در این بخش برای سال‌های 86 ، 87 و 88 به ترتیب 0/44، 0/42 و 0/38 بدست آمد. همچنین نتایج حاصل از برآورد اجزای کارایی نشان داد که میانگین کارایی فنی، مدیریتی و مقیاس بخش حمل و نقل ریلی مسافری در سال‏های مورد بررسی به ترتیب 0/59، 0/65 و 0/87 می‏باشد و بنابراین، بخش مذکور جهت باقی ماندن در صحنه رقابتی حمل و نقل عمومی و در کنار حمل و نقل مسافری جاده‏ای می‌بایست به میزان 41 درصد به خروجی فعالیتی بخش یعنی مقدار نفرکیلومتر خود اضافه نماید. از دلایل عمده‌ای که باعث به وجود آمدن ناکارایی فنی در بخش حمل و نقل ریلی مسافری برخی نواحی شده، می‌توان به فرسودگی، محدود بودن ناوگان حمل ونقل ریلی و عدم توسعه میزان خطوط راه آهن کشور که باعث اتلاف انرژی و وقت می‌شود اشاره نمود.

Efficiency Components Analysis of Regional RailPassenger Transportation; Using DEA Model

Public ground transportation is one of the sectors that has a major impact on economic activity, such as increased efficiency in the sector and related activities. In this context, the knowledge of transportation economy, is trying to make the best use of transport facilities to meet the need to provide a definite shift in time and place. The main objective of the study was to analyse the components efficiency of regional railpassenger transportation in 14 regions of Iran for the years 20072009. For this purpose data envelopment analysis (DEA) was used to measure technical, managerial and scale efficiency in terms of constant returns to scale production attributable to Charns, Cooper, Rhodes (CCR) and variable returns to scale in terms of production attributable to Bnker, Charns, Cooper (BCC).On the basis of results, inefficiency levels in railpassenger transportation section are 0/44, 0/42 and 0/38 respectively during 20072009. The results showed that the average performance of the estimated components including technical, managerial and scale efficiency in railpassenger transportation were 0/59, 0/65 and 0/85 respectively during the period of study. Therefore it is suggested that the rail passenger transport sector should increase its output potential level by 41 percent. The main reason behind the presence of weak performance in the sector could be attributed to old and frustrated rail way infrastructures and limited rail transport navigation system that causes waste of energy in the industry.
