شناسایی و اولویت‌بندی عوامل موثر بر پیاده‌سازی موفق مشارکت عمومی‌– ‌خصوصی در پروژه‌های معدنی

تکمیل زنجیره‌ی ارزش بخش معدن و صنایع معدنی نیازمند سرمایه‌گذاری زیادی است که در شرایط فعلی کشور تامین آن با اتکا به بودجه عمومی امکان‌پذیر نیست. استفاده از روش مشارکت عمومی‌–خصوصی (ppp) یکی از راه‌کارهای موثر در تامین مالی با مشارکت و همکاری بخش خصوصی است. پیاده‌سازی درست ppp در پروژه‌های معدنی مستلزم شناسایی عوامل موثر بر موفقیت از طریق بررسی و مطالعه تجربه‌های کشورهای جهان و هم‌چنین استفاده از نظرات صاحب‌نظران و متخصصان است. در این پژوهش برای شناسایی و اولویت‌بندی عوامل موثر بر موفقیت ppp در پروژه‌های معدنی با مطالعات کتابخانه‌ای و بررسی اسناد و مدارک، عوامل اصلی موفقیت شناسایی شده و برای اولویت‌بندی آن پرسش‌نامه‌هایی تدوین و در اختیار خبرگان قرار گرفت و نتایج پرسش‌نامه با استفاده از آزمون فریدمن رتبه‌بندی شد. نتایج پژوهش نشان می‌دهد که تعریف پروژه مناسب، بیشترین اهمیت را در بین عوامل موثر بر موفقیت پروژه‌های مشارکت عمومی خصوصی دارد و عوامل تنظیم سازوکار پرداخت، عقد قرارداد مناسب، محیط سیاسی و اجتماعی مناسب و تدوین و تصویب قوانین در رتبه‌های بعدی قرار دارند

Identifying and Prioritizing Factors Affecting the Success of Public /Private Participation in Mining Projects

Improvement of the value chain of mining and mineral industries requires a lot of investment. Considering the current condition of the country, this cannot be achieved just by the public budget. One possibly effective approach in financing is the participation of public and private parties is PublicPrivate Participation (PPP). In order to apply this method to the mining projects, it is necessary to identify factors effective on success through studying and analyzing other countries’ experiences and experts’ solutions. In this manuscript, in order to identify and prioritize factors effective on PPP success in mining projects, previous researches and papers were studied, successfactors identified and several questionnaires prepared and were given to the experts in order to prioritize them. Then, the results were ranked using Friedman Test. The results of this research showed that through different factors, defining the appropriate project has the highest importance on the success of PPPs. Next important ones are payment mechanisms, proper contracts, appropriate political and social environment and legislating new laws, respectively.
