نگاشت نهادی مطلوب در حوزۀ تکافل اجتماعی

نبود نهادنگاشتی مطلوب در حوزۀ خیرخواهی کشور آسیب‎های فراوانی را به این حوزه وارد کرده است. عملکرد حوزۀ تکافل اجتماعی کشور درحال‌حاضر به‎صورت یکپارچه و همه‎جانبه نبوده و بیشتر نگاه بخشی و جزیره‎ای به آن شده است. نبود ترسیمی جامع از تمامی ابعاد این موضوع مهم و شناسایی نهادها و عناصر مهم و موثر دخیل در بسیاری از تحقیقات انجام شده و در مقام عمل مغفول مانده است؛ ازاین‎رو در این تحقیق، برای پرسش‎های اساسی در حوزۀ تکافل اجتماعی پاسخ‎های مناسبی یافت شده است. پاسخ به پرسش‎هایی مانند طراحی این نهادنگاشت بر چه مبانی استوار است، وضعیت موجود حوزۀ تکافل اجتماعی در ایران چگونه است، چه کنشگرانی می‎توانند مستقیم یا غیرمستقیم در عملکرد صحیح این نگاشت نهادی نقش‎آفرینی کنند، مختصات ساختاری و عملکردی این نگاشت نهادی چگونه خواهد بود و این نگاشت نهادی چه برونداد و اهدافی را دنبال می‎کند. برای پاسخ به این پرسش‎ها و پرسش‎هایی از این قبیل، توصیه‎های سیاستی از روش تحلیلی−توصیفی کشف و از طریق پرسمان خبرگانی میزان روایی و پایایی (میزان مطابقت و ضرورت) هریک از توصیه‎ها اندازه‎گیری شده است. سپس با تاکید بر توصیه‎های تاییدشده از طرف خبرگان و با اتخاذ نگرشی جامع، نهادنگاشتی هشت‎لایه، متشکل از نهادهای سیاست‎گذار، تنظیم‎گر، ناظر، فرهنگ‎ساز، آموزش، تسهیل‎گر، خدمت‎رسان و کنشگران انفرادی ترسیم شده است تا مسیر بهبود و ارتقابخش خیریۀ کشور هموارتر شود.

the lack of proper institutional mapping in the field of benevolence of the country has caused a lot of damage to this field. currently, the performance of the country's social takaful field is not integrated and comprehensive, and it is mostly viewed as a part and island. the lack of a comprehensive drawing of all aspects of this important issue and the identification of important and effective institutions and elements involved in many researches has been neglected in practice; therefore, in this research, appropriate answers have been found for basic questions in the field of social takaful. answers to questions such as what is the design of this institutional mapping based on, what is the current situation of social takaful in iran, which actors can directly or indirectly play a role in the correct functioning of this institutional mapping, the structural and functional coordinates of this mapping what will an institution look like and what outputs and goals does this institutional mapping pursue? in order to answer these and similar questions, policy recommendations have been discovered using the analytical-descriptive method and the validity and reliability of each recommendation has been measured by asking experts. . then, by emphasizing the recommendations approved by the experts and by adopting a comprehensive approach, an eight-layer institutional structure, consisting of policy-making, regulatory, monitoring, culture-creating, training, facilitating, service-providing and activist institutions. it has been drawn individually to make the path of improving and improving the charity of the country smoother.
