تحلیل تاثیر تحول فناورانه بر اثربخشی تحریم‌‎های اقتصادی علیه ایران؛ مطالعه موردی صنعت تجهیزات پزشکی استان اصفهان

تحریم‎ها ابزاری برای تامین منافع سیاست خارجی یک کشور محسوب می‎شود. اقتصاد ایران از پیروزی انقلاب اسلامی تاکنون با مسئله تحریم‎ها روبه‌رو بوده و همواره آثار سوء و هزینه‎های بالای تحریم را تحمل کرده است. یکی از مواردی که می‎تواند در مقابله با تحریم‎ها و رفع آثار منفی آن موثر واقع شود، مقوله دانش و فناوری است. این پژوهش با این هدف انجام شده است که تحول فناورانه، به‌عنوان یکی از مفاهیم مهم پیشرفت علم و فناوری در اقتصاد، به شکست تحریم اقتصادی ایران منجر می‎شود. در این مقاله، تحول فناورانه در شرایط تحریم‎های ده سال اخیر (1390−1400) با استفاده از روش داده‌بنیاد در حوزه صنعت تجهیزات پزشکی استان اصفهان تحلیل شده است. در این پژوهش براساس ضابطه اشباع نظری، اطلاعات هشت بنگاه از مجموعه صنعت تجهیزات پزشکی استان اصفهان به دست آمده و تحلیل شده است. نتایج نشان می‌دهد تحول فناورانه برخلاف انتظار، آثاری خلاف آثار تحریم داشته است و به افزایش مقدار فروش محصول داخلی، جایگزینی محصول داخلی به‌جای خارجی در کشور، افزایش صادرات محصول، کاهش قیمت محصول نسبت به مشابه خارجی، افزایش تولید محصولات تحریمی و پیشرفت فناوری منجر شده است. ازاین‌رو نتایج یادشده آثار تحریم‎های اقتصادی در صنعت تجهیزات پزشکی استان اصفهان را خنثی کرده و شکست داده است. دیگر نتیجه حاصل از پژوهش آن است که تحول فناورانه در صنعت تجهیزات پزشکی استان اصفهان، مزیت نسبی ایجاد کرده است.

analysis of the effect of technological change on theeffectiveness of economic sanctions against iran; a case study of the medical equipment industry ofisfahan province

sanctions are considered a tool to secure the interests of a country's foreign policy. iran's economy hasfaced the issue of sanctions since the victory of the islamic revolution and has always endured the bad effects and high costs of sanctions. one of the things that can be effective in dealing with sanctions and removing its negative effects is the category of knowledge and technology. this research has been donewith the aim that technological transformation, as one of the important concepts of science and technology advancement in the economy, will lead to the failure of iran's economic embargo. in thisarticle, the technological development in the conditions of sanctions of the last ten years (1390-1400) hasbeen analyzed using the database method in the field of medical equipment industry in isfahan province.in this research, based on the theoretical saturation rule, the information of eight companies from themedical equipment industry of isfahan province has been obtained and analyzed. the results show that,contrary to expectations, the technological evolution has had the opposite effects of sanctions and has led to an increase in the sales of domestic products, the substitution of domestic products for foreign ones in the country, an increase in product exports, a decrease in the price of products compared to foreign ones,an increase in the production of sanctioned products and technological progress. has been therefore, theaforementioned results have neutralized and defeated the effects of economic sanctions in the medicalequipment industry of isfahan province. another result of the research is that the technological evolution in the medical equipment industry of isfahan province has created a relative advantage.
