مبانی و سازوکارهای نهادی انتخاب عمومی در اقتصاد اسلامی

از چالش‎های اساسی در حوزه‎های عمومی، که به یک مسئله مهم در اقتصاد سیاسی جدید تبدیل شده، صیانت از منافع عمومی در مقابل منافع شخصی است. این چالش در اقتصاد متعارف به‎عنوان یک واقعیت میدانی و مبتنی بر مبانی آن، پذیرفته شده و تعدیل آن از طریق خصوصی کردن بسیاری از حوزه‎های عمومی به‎عنوان یک راه‎حل، موردتوجه قرار گرفته است. در پاسخ به این پرسش که راه‎حل اقتصاد اسلامی برای مشکل انتخاب عمومی چیست؟ نتایج تحقیق حاضر که با روش توصیفی_تحلیلی و در چارچوب نظریه کلان اقتصاد اسلامی انجام شده، حاکی از آن است که در اقتصاد اسلامی، مشکل انتخاب عمومی دستِ‎کم در تئوری وجود ندارد؛ زیرا تعارض منافع عمومی با منافع شخصی از طریق بسط منافع شخصی به منافع کوتاه‎مدت دنیوی و منافع بلندمدت اخروی و قرار گرفتن منافع جمع در راستای منافع بلندمدت فرد برطرف شده است. در عمل نیز، سازوکارهای نهادی اقتصاد اسلامی مانند سازوکارهای قانونی، اخلاقی، اقتصادی، اجتماعی و سیاسی، اجازه نمی‎دهند منافع عمومی قربانی منافع خصوصی افراد شود و مشکل انتخاب عمومی آن‎گونه پدید آید که در اقتصاد متعارف وجود دارد. این سازوکارها در هماهنگی کامل با یکدیگر، زمینه‎های انتخاب عقلایی براساس عقلانیت تکامل‎یافته را برای افراد فراهم می‌کنند که به‎موجب آن، منافع عمومی را جدا از منافع شخصی بلندمدت خود نمی‎بینند. این مفهوم از انتخاب عمومی برای اقتصاد ایران بسیار اهمیت دارد که اقتصاد مقاومتی با رویکرد اسلامی است.

one of the basic challenges in public spheres, which has become an important issue in the new political economy, is the protection of public interests against personal interests. this challenge has been accepted in the conventional economy as a field reality and based on its foundations, and its adjustment through the privatization of many public areas has been considered as a solution. in response to the question, what is the solution of islamic economics for the problem of public choice? the results of the current research, which was carried out with descriptive-analytical method and within the framework of the macroeconomic theory of islamic economy, indicate that in islamic economy, the problem of public choice does not exist, at least in theory; because the conflict between public interests and personal interests has been resolved by expanding personal interests to short-term worldly interests and long-term hereafter interests and aligning collective interests with individual long-term interests. in practice, the institutional mechanisms of islamic economy, such as legal, ethical, economic, social and political mechanisms, do not allow public interests to be sacrificed to the private interests of individuals, and the problem of public choice arises as it exists in conventional economics. these mechanisms, in complete harmony with each other, provide the grounds for rational choice based on evolved rationality for people, due to which they do not see the public interest apart from their long-term personal interests. this concept of public choice is very important for iran's economy, which is a resistance economy with an islamic approach.
