سیاست‌گذاری مسکن نبوی (سیاست گذاری رسول خدا ص در حوزه مسکن) و دلالت‌های آن برای حل مشکل مسکن در ایران

سیره‌ نبوی در حل مشکل مسکن مهاجران، با مشارکت دولت مردم، مصداق بارزی از ترکیب دو راهبرد «حمایت دولت» و «تقویت تکافل اجتماعی» است. پیامیر گرامی با اجرای سیاست «واگذاری زمین به خانوارهای فاقد مسکن» و «ایجاد سکونت‌گاه صفه برای اقشار ضعیف»، آنها را از حمایت دولت اسلامی بهره‌مند کردند و با اسکان موقت مهاجران در منزل انصار، زمینه‌ مشارکت عمومی را برای حل مشکل مسکن فراهم نمودند. یافته‌های مقاله که با روش توصیفی تحلیلی و متکی بر اسناد کتابخانه‌ای به دست آمده است، نشان می‌دهد رویکرد پیامبر اکرم می‌تواند دلالت‌هایی برای حل چالش مسکن در ایران داشته باشد. در این زمینه می‌توان علاوه بر تقویت همیاری عمومی و استفاده از ظرفیت خیران و واقفان، از سیاست عرضه‌ گسترده‌ زمین برای ساخت مسکن با رعایت اقتضائات آمایش سرزمین و ایجاد سکونت‌گاه‌های موقت و ارزان برای اقشار محروم استفاده کرد. نیز می‌توان به‌جای شرکت‌های مسکن‌ساز، زمین را به خود افراد واگذار کرد تا به‌تدریج مسکن موردنیاز خود را بسازند. از لوازم این کار، فاصله‌ گرفتن از رویکرد توسعه‌ عمودی مسکن به سمت توسعه‌ افقی و اتخاذ رویکرد مردمی در ساخت مسکن است. برای تامین مالی ساخت مسکن نیز می‌توان از ظرفیت‌های همیاری و مشارکت عمومی بهره گرفت. تقویت تکافل اجتماعی در حوزه‌ مسکن مستلزم تدوین پیوست فرهنگی مسکن و استفاده از تمام ظرفیت‌های آموزشی و رسانه‌ای است.

the prophetic conducts in solving the housing problem of immigrants, with the participation of the government and the people, is a clear example of the combination of the two strategies of &government support& and &strengthening social solidarity.& by implementing the policy of &allocating land to homeless families& and &creating shelters for the poor,& the holy prophet (pbuh) provided them with the support of the islamic state and, by temporarily settling the immigrants in the homes of the ansar, provided the basis for public participation in solving the housing problem. using a descriptive-analytical method and relying on library documents, the research findings show that the approach of the prophet muhammad (p.b.u.h.h.h) can have implications for solving the housing challenge in iran. in this context, in addition to strengthening public cooperation and utilizing the capacity of benefactors and endowments, a policy of expanding the supply of land for housing construction can be used, while observing the requirements of land planning and creating temporary and affordable settlements for the deprived groups. instead of housing development companies, the land can be given to individuals themselves so that they can gradually build the housing they need. one of the requirements for this work is to move away from the vertical housing development approach towards horizontal development and adopt a grassroots approach to housing construction. strengthening social takaful in the housing sector requires developing a cultural attachment to housing and using all educational and media capacities.
