بحران کووید 19 و حقوق محیط زیست: فرصتها و چالشها

با شیوع بیماری کووید19در دنیا، اقدامات زیادی برای کاستن از آثار این همه‌گیری اجرایی شد. مهمترین آنها، توصیه به «ماندن در خانه» بود که  تبدیل به سر خط اصلی شعارهاشد. با این توصیه، مدارس، ادارات و کارخانه ها تعطیل شدند. همه گیری کووید19 تا به حال تاثیرات بسیار زیادی در سبک زندگی مردم ایجاد کرده است و احتمالاً تبعات دیگری را نیز به دنبال خواهد داشت. پرسش اصلی مقاله آن است که همه‌گیری کووید19 چه فرصت ها و چالش هایی را به لحاظ زیست‌محیطی ایجاد می کند و چگونه بر حقوق محیط زیست تاثیر می گذارد؟ سیاست های قرنطینه سازی به کاهش تولید و حمل و نقل منجر شده است و کاهش چشمگیری در آلودگی ناشی از این رفتارها پدید آمده است. سایر آثار ممکن است سریعاً آشکار نشوند. ممکن است کووید 19 آسیب پذیری بازماندگان را در برابر آلودگی در آینده افزایش دهد. تحولات دیگری نیز ممکن است به وقوع بپیوندد، از جمله بازنگری در ارزش های زیست‌محیطی و اقتصادی و بازنگری در نحوه تخصیص و مصرف منابع، زیرا کووید19 اقتصاد جهانی، ملی و محلی را تحت تاثیر قرار می دهد. در نظر گرفتن هر یک از این تبعات و اثرات آنها می تواند به توسعه حقوق محیط زیست و تدوین استراتژی های کارآمد کمک کند.

Covid-19 Crisis and Environmental Law: Opportunities and Challenges

With the outbreak of Covid19 in the world, many measures have been taken to reduce the effects of this pandemic. The most important of these was the recommendation to &stay home&, which became the main line of slogans. With this recommendation, schools, offices and factories were closed. Covid19 pandemic has so far made wide impacts in people’s lifestyles, and is likely to have some other implications. The main question of this article is, what environmental opportunities and challenges does Covid19 bring, and how do these affect environmental law? Quarantine policies have led to a reduction in production and transportation, and a significant reduction in pollution caused by these behaviors. Other implications may not be immediately apparent. Covid19 may increase residuals vulnerability to future contamination. Other changes may occur, including revisions in environmental and economic changes and revisions in allocating and consumption of resources, as Covid19 affects the global, national, and local economies. Considering each of these implications and their effects can help develop environmental rights and develop effective strategies.
