شناسایی حقوق فرهنگی - آموزشیِ شهروندان و راهبردهای تحقق آن در نظام تعلیم و تربیت ایران

مقاله حاضر با هدف شناسایی شاخص‌های فرهنگی - آموزشی حقوق شهروندی و سازوکارهای تحقق آنها در نظام تعلیم و تربیت ایران تدوین و اجرا شده است. نوع پژوهش کیفی و بر اساس هدف از نوع کاربردی است. در این پژوهش با توجه به ماهیت دو مرحله‌ای آن، از تلفیق دو روش تحلیل محتوای اسناد و تکنیک دلفی استفاده شده است. نمونه آماری بخش تحلیل محتوای اسنادی را اسناد بالادستی بین المللی، ملی و کتب مذهبی اسلام تشکیل می‌دهند که شاخص‌های حقوق فرهنگی-آموزشی شهروندی از آنها استخراج شده است. این شاخص‌ها در ادامه با پیاده سازی تکنیک دلفی در قالب پرسشنامه باز پاسخ، در مصاحبه با پانزده نفر از خبرگان آموزشی غربال شد و سازوکارهای تحقق آنها در نظام تعلیم و تربیت ایران ارایه و پیشنهاد گردید. یافته‌های پژوهش حاکی از آن است شاخص‌های اصلی حقوق فرهنگی –آموزشی شهروندی شامل حق بر مالکیت معنوی، آزادی مذهب، آزادی بیان، مشارکت فرهنگی و حق دسترسی آزاد به اطلاعات و حق آموزش هستند. خبرگان مورد مشورت در تکنیک دلفی نیز چهار سازوکار اصلی شامل سازوکارهای «فرهنگی و نظارتی»، «حمایتی و انگیزشی»، قانونی و نظارتی را در قالب هفده راهکار عملیاتی به منظور ایفای حقوق فرهنگی - آموزشی در نظام تعلیم و تربیت مدارس ایران پیشنهاد نمودند.

citizen´s cultural and educational rights and strategies for their realizations in iran´s education system

the present research was conducted in order to identify cultural and educational indices of citizen´s rights and strategies for their realizations in iran´s education system. this is a qualitative and applied research. given its two-step nature, it was carried out by combining document content analysis and delphi technique. the statistical sample of document content analysis consisted of international, and national higher level documents and islamic books from which the cultural and educational indices of citizen´s rights were extracted. then, these indices were screened by delphi technique in the form of a questionnaire with open ended questions and interviewing with 15 educational experts. next, the mechanisms for their realizations in iran´s education system were proposed. the results showed that the main cultural and educational indices of the citizen´s rights include intellectual property, freedom of religion, freedom of speech, cultural partnership, free information access, and education. the experts interviewed on delphi technique suggested four main mechanisms – cultural and regulative, protective and motivational, legal and regulative – in 17 operational strategies in order to cultural and educational rights be realized in iranian schools´ education system.
