تحلیل نقش شناسایی موانع، موازی‌کاری و ناهماهنگی‌های مدیریت روستایی در تحقق مدیریت هماهنگ توسعۀ روستایی استان گیلان

پژوهش حاضر به منظور تحلیل نقش موانع، موازی‌کاری و ناهماهنگی‌های مدیریت روستایی و نقش آن در مدیریت هماهنگ توسعۀ روستایی استان گیلان به انجام رسیده است. نمونه‌ای به حجم 81 نفر از متخصصین، مدیران و کارشناسان بخش‌های مختلف امور روستایی استان گیلان، با استفاده از جدول مورگان و به روش تصادفی و نظام‌مند انتخاب و داده‌های مرتبط با متغیرهای پژوهش با استفاده از پرسش‌نامه گردآوری شد. روایی پرسش‌نامه براساس مبانی نظری و مطالعۀ مقالات و در نهایت پس از نظرات اصلاحی اساتید محترم، تایید و برای پایایی بهتر با استفاده از آلفای کرونباخ با عدد 82/0 مورد تایید قرار گرفت. مقالۀ حاضر از نظر هدف کاربردی، ماهیت توصیفی - تحلیلی و از نظر روش‌شناسی کمی و کیفی است و اطلاعات به دست آمده از 23 گویه با استفاده از نرم‌افزار spss برای اثبات نظریه و ارائۀ راهکارهای مبتنی بر 5 شاخص هماهنگی میان سازمانی (تصمیم‌گیری همکارانه، یکپارچگی عملیات، کنترل و پایش، روابط و ارتباطات، رسمیت) تجزیه و تحلیل گردید.براساس مطالعات میدانی و مصاحبه‌های صورت‌گرفته، نتایج حاکی از آن است که تلاش‌ها جهت بهبود وضعیت فعلی روستایی از سوی اغلب کارگزاران روستایی انجام می‌پذیرد؛ اما به دلیل عدم هماهنگی میان‌سازمانی و نگاه بخشی و رفع تکلیف سازمانی نتایجی که می‌باید براساس قانون برنامۀ توسعه حاصل گردد، کمرنگ و یا تاثیر چندانی در چشم‌انداز توسعۀ روستایی ندارذ.      نتایج تحقیق نشان می‌دهد که راهکارهای مبتنی بر شاخص‌هایهماهنگی میان سازمانی که به‌طور عمده از جمله شاخص‌های هماهنگ‌ساز، تعهد‌آور و پاسخگو محور تشکیل شده است، می‌تواند در تحقق مدیریت هماهنگ برنامه‌ریزی توسعۀ روستایی موثر واقع شوند. بر همین اساس تشکیل شورای مدیریت هماهنگ برنامه‌ریزی توسعۀ روستایی استان گیلان زیر نظر استاندار پیشنهاد گردید.  

studying the role of identifying barriers, parallel efforts, and inconsistent rural management in achieving coordinated rural development in gilan province

this study aims to analyze the role of obstacles, duplication of efforts, and inconsistent rural management and their impact on coordinated rural development management in gilan province. a sample of 81 specialists, managers, and experts from various rural sectors of gilan was selected using a random and systematic sampling method based on morgan’s table. data on research variables were collected through a questionnaire. the questionnaire validity was confirmed based on theoretical foundations and literature review. finally, after incorporating feedback from professors, to enhance reliability, the questionnaire was tested using cronbach’s alpha (α= 0.82). this is an applied study, which is descriptive-analytical in nature, and employs both quantitative and qualitative methodologies. the data obtained from 23 indicators were analyzed using spss software to test the theory and provide solutions based on five inter-organizational coordination indices (collaborative decision-making, operational integration, control and monitoring, relationships and communication, and formalization). based on the findings from field studies and interviews, the results suggest that efforts have been made to improve the current rural conditions by most rural stakeholders. however, due to a lack of inter-organizational coordination, sectoral views, and the work-to-rule approach of organizations, the outcomes set forth in the development program law have not been achieved or wielded low impact on the rural development outlook. the results suggest that solutions based on the inter-organizational coordination indices, which mainly include coordinating, commitment, and accountability-related, can contribute to achieving coordinated rural development management. accordingly, the formation of the coordinated rural development planning management council of gilan province supervised by the governor is recommended.
