تحلیل تحقق‌پذیری برنامه‌های راهبردی در شهرهای ایران با تاکید بر شهر شهرکرد

هدف از طرح مسئله مدنظر دستیابی به برنامه‌ای است که بتواند مسائل شهر شهرکرد را در سطوح فراملی، ملی، منطقه‌ای و محلی تشخیص دهد و براساس آن هدف‌های لازم را تدوین کند. روش تحقیق حاضر به لحاظ ماهیت ازجمله تحقیقات ترکیبی (کمی-کیفی) و به لحاظ هدف ازجمله تحقیقات کاربردی به شمار می‌آید. در این رویکرد ابتدا با استفاده از نرم‌افزار تحلیلی maxqda کدهای فرعی، محوری و گزینشی برای شناسایی عوامل موثر بر تحقق‌پذیری طرح‌های توسعه شهری استخراج شدند؛ به این صورت که برای مشخص شدن تحقق‌پذیری طرح‌های توسعه شهری در مقیاس جهانی، ابتدا منابع مختلف اعم از کتاب‌ها، مقالات، گزارش‌ها، طرح‌های مختلف توسعه شهری مطالعه شد. سپس با استفاده از نرم‌افزار maxqda به کدگذاری مطالب اقدام شد. در ادامه برای اولویت‌بندی و رتبه‌بندی عوامل موثر بر تحقق‌پذیری طرح‌های توسعه شهری از مدل تصمیم‌گیری چندمعیاره تاپسیس استفاده شد. بررسی یافته‌های پژوهش نشان می‌دهد که با بررسی ادبیات تخصصی پژوهش مشخص شد، موارد مختلفی بر فقدان تحقق‌پذیری طرح‌های توسعه شهری تاثیرگذارند. در بسیاری از تحقیقات مکانیسم‌های متفاوتی بر تحقق نیافتن تاثیر داشته‌اند؛ بنابراین وجه مشترک اغلب این تحقیقات، تاکید بر الزامات ساختاری در مقیاس‌های ملی و منطقه‌ای بوده است که بیشتر منطبق بر الگوی مدیریت متمرکز و بخشی است. علاوه بر این، ابعاد فضایی در حوزه انسانی و طبیعی بر وضعیت تحقق‌پذیری تاثیرگذار است. این تاثیر به‌ تبع شرایط حاکم بر محدوده‌های مختلف، گاهی موجب تاثیر منفی بر وضعیت تحقق‌پذیری می‌شود و در برخی موارد نیز تاثیر مثبت دارد.

assessing the feasibility of strategic plans in iranian cities with an emphasis on the city of shahrekord

the purpose of proposing the desired problem is to achieve a program that can identify the problems of shahrekord city at transnational, national, regional and local levels and formulate the necessary goals based on that. using maxqda analytical software, sub-, central and selective codes were extracted to identify factors affecting the realization of urban development plans. in order to determine the feasibility of urban development plans on a global scale, first, various sources such as books, articles, reports, various urban development plans were studied, then coding was done using maxqda software. then, the topsis multi-criteria decision-making model was used to prioritize and rank the factors affecting the realization of urban development plans. by reviewing the specialized research literature, it was determined that various cases have an impact on the non-realization of urban development plans, and in many researches, different mechanisms have an impact on the non-realization. therefore, the common denominator of most of these researches is the emphasis on structural requirements at the national and regional scale, which is more consistent with the centralized and departmental management model. in addition, the spatial dimensions in the human and natural spheres have an impact on the state of realizability. this impact sometimes is negative on the realizability situation and in some cases it also is positive depending on the conditions governing different areas.
