ارزیابی و تحلیل ابزارهای مدیریت یکپارچۀ شهری در بافت تاریخی کلان شهر شیراز

هدف این پژوهش، بررسی و تحلیل ابزارهای مدیریت شهری اثرگذار بر مدیریت یکپارچه بافت تاریخی کلان شهر شیراز و اثرات و نقش هرکدام از این ابزارها ازجمله سازمان و تشکیلات، قوانین و مقررات، زیرساخت های اطلاعاتی، منابع انسانی و منابع مالی بر مدیریت شهری این بخش از کلان شهر شیراز است. روش تحقیق در پژوهش حاضر توصیفی-تحلیلی است که اطلاعات مورد نیاز آن از طریق مطالعات میدانی و کتابخانه ای استخراج شده است. ابزار پژوهش نیز پرسشنامه است که از طریق روش گلوله برفی در میان جامعه آماری (120 نمونه از متخصصان و کارشناسان سازمان های مدیریت شهری) توزیع شده است. تحلیل آماری داده ها نیز از طریق نرم‌افزارهای تحلیل آماری از جمله spss و amos graphic و همچنین smart pls و با استفاده از رویکرد مدل سازی معادله ساختاری واریانس‌محور و کُواریانس محور صورت گرفته است. یافته های پژوهش نشان می دهد، میانگین متغیرهای پژوهش در وضعیت موجود پایین تر از حد متوسط قرار دارد و نتایج معادله ساختاری نیز نشان می دهد که همه ابزارهای مدیریت شهری در یکپارچگی بافت تاریخی شهر شیراز تاثیر مستقیم دارند. در میان عوامل مطالعه‌شده، نقش عوامل سازمانی و قانونی پررنگ‌تر از سایر ابزارها و عوامل است؛ بنابراین پیشنهاد می شود برای تحقق مدیریت یکپارچه شهری در بافت تاریخی کلان شهر شیراز همه ابزارهای مدیریت شهری باید تقویت شوند. از جمله مهم‌ترین اقدامات موردنیاز، برطرف کردن خلا قوانین موجود و حرکت به سمت هم‌افزایی درون نهادی و میان‌نهادی است که تقویت شود و از زیرساخت های اطلاعاتی ازجمله webgis و sdi برای تسهیل این امر استفاده مفید و موثر شود.

evaluation and analysis of integrated urban management tools of historical texture of shiraz metropolis

the aims of the present study were 1) to investigate and analyze the tools of urban management that affects the integrated management of the historical texture of shiraz city and 2) the effects and role of each of these tools, such as organizations, rules and regulations, financial resources, infrastructures of information, and human resources, on urban management of this part of shiraz metropolis. the research method used in this study is descriptive-analytical. furthermore, required data was extracted through field study and library research techniques. the research instruments were interview and questionnaire, which was distributed through the snowball method among the statistical population. statistical analysis of the data was also done through spss, amos graphic and smart pls software using the variance- and covariance-based structural equation modeling (cb-sem). the findings of this research show that the mean score of variables in the current situation is lower than the average. the results of the structural equation also illustrate that all urban management tools have direct effects on the integrity of the historical texture of shiraz city. in this regard, the role of organizational and legal agents is more significant than other tools. to realize integrated urban management in the historical texture of shiraz metropolis, all urban management tools should be improved and enhances. in particular, the gap of existing laws should be resolved and inter-institutional co-operation should be strengthened, furthermore, information and information infrastructures such as web gis and sdi should be improved and then be used to facilitate purpose of interest.
