Structural fiscal balances in Turkey: Cyclical fluctuations and beyond [Türkiye'de yapisal kamu Maliyesi dengesi: Devrevi hareketler ve ötesi]

In public finance,the concept of structural budget balance,which is not affected by temporary economic fluctuations and non-recurrent one-off operations,has recently gained prominence. in this study,the importance of structural balance,which enables the assessment of countries' long-run fiscal position and which contains more meaningful information regarding countries' permanent fiscal stance,has been emphasized and based on international examples,the calculations regarding the said indicator have been made for the case of turkey for the 2000-2013 period. as part of the calculations in this study,beyond-the-cycle-adjustments and detailed review of one-off operations for turkey are given. in the analysis,the output composition and the absorption gap methods have been preferred and it has been found that one-off operations-especially tax restructuring and privatization revenues-explain to a large extent the difference between nominal and structural balance.
