Policy transfer and ethics in Turkish Public Administration [Politika transferi ve Türk Kamu Yönetiminde etik]

This article attempts to investigate the topics of ethics,and fight against corruption in turkish public administration on the basis of the concept of policy transfer. the primary objective of the research is to analyze the legal arrangements on ethics and fight against corruption in turkish public administration in terms of their degrees of policy transfer and convergence typologies particularly in the context of the european union (eu) reports and the oecd recommendations issued during the process of turkey's accession negotiations with the eu. it is believed that the study,being one of the first examining legal and institutional regulations on ethical public administration in turkey in the context of the concept of policy transfer,will contribute to the relevant literature.
