The practices of strategic planning in public administration: the case of the USA [Kamu yönetiminde stratejik plan uygulamalari: ABD örneǧi]

Strategic planning is widely adopted at local and state level in the usa. the government performance and results act (1993) stipulates that federal institutions should develop their strategic plans and relate them with budget and performance measurement. the most important criticism to the act is that it overlooks the differences among public organizations,assuming that the synoptic model can be applicable to all organizations. the implementations in turkey resemble the federal level practices in terms of both implementation processes and the model adopted for the strategic planning. this study aims to analyze strategic plan practices at local,state and federal level in the usa,and to make some conclusions for turkey.
